DISTRICT SCHOOL BOARD
MINUTES
29 March 2006
A special meeting of the Ottawa - Carleton District School Board was held this evening in the
Board Room, 133 Greenbank Road, Ottawa, Ontario, commencing at 9:45 p.m. with Trustee Lynn
Graham in the Chair and the following in attendance: Trustees Riley Brockington, Bronwyn Funiciello,
Alex Getty, Margaret Lange, Greg Laws, David Moen, David Primeau, Lynn Scott and Joan Spice.
STAFF: Director of Education and Secretary of the Board, Lorne Rachlis; Executive Officer
(Administration), Michele Giroux, and Committee Coordinator, Bruce Fraser.
136. Call to Order
Chair Graham called the meeting to order at 9:45 p.m.
137. Approval of Agenda
On a motion by Trustee Lange, seconded by Trustee Laws, the agenda was approved as
circulated.
138. Report from Chairs' Committee, 29 March 2006
On a motion by Trustee Spice, seconded by Trustee Scott, a report from the Chairs' Committee
meeting held 29 March 2006 was received.
Trustee Scott presented and seconded the following recommendation:
Electoral Zone Boundary Review
(Motion by Trustee Spice, seconded by Trustee Scott)
A. THAT by December 1, 2007, staff submit to the Board through Chairs' Committee a
report including proposed criteria for determining electoral models, possible models
based on those criteria, and a consultation plan and timelines so that the Board can make
decisions on a provisional electoral model by December 1, 2008 subject to changes
required by population data as and when received.
B. THAT the Committee adopt model G of staff report No. 06 -084 as the electoral zone
boundary model for the Ottawa - Carleton District School Board and that staff complete
the trustee distribution and determination process based on this model.
Trustee Spice, seconded by Trustee Getty, moved THAT the motion be deferred to the April 24,
2006 Board meeting.
Trustees Spice and Getty noted that their zones would be significantly affected and that a
deferral would provide the community with an opportunity to review the recommendation.

At the request of Trustee Getty a recorded vote was held and the motion to defer was defeated on
the following division:
FOR: Trustees Getty, Graham and Spice (3)
AGAINST: Trustees Brockington, Lange, Laws, Primeau and Scott (5)
ABSTENTIONS: Trustees Funiciello and Moen (2)
At the request of Trustee Getty a recorded vote was held and the recommendation was adopted by
the Board on the following division:
FOR: Trustees Brockington, Funiciello, Getty, Lange
Laws, Primeau, Scott and Spice (8)
AGAINST: Trustees Graham (1)
ABSTENTION: Trustee Moen (1)
139. Adjournment
The meeting adjourned at 9:55 p.m.
