HUMAN RESOURCES COMMITTEE DATE: 3 April 2006 A meeting of the Human Resources Committee was held this evening in the Trustees' Committee Room, 133 Greenbank Road, Ottawa, with the public session commencing at 7:30 p.m. with Trustee Alex Getty in the Chair and the following in attendance: TRUSTEE MEMBERS: Lynn Graham, David Primeau and Lynn Scott OTHER TRUSTEES: Joan Spice STAFF: Diane Jeudy -Hugo, Coordinating Superintendent Janice McCoy, Superintendent of Human Resources Michael Clarke, Chief Financial Officer Laura McAlister, Superintendent of Curriculum Anna Bowles, Principal, Continuing Education Sue Peter - Weeks, Manager of Human Resources Janet Beer, Labour Relations Officer Charles D'Aoust, Coordinator of Budget Services, Financial Systems Support & Labour Relations Costing Carolyne Lynch, Labour Relations Administrator Christine Marleau, Human Resources Administrator Ann O'Dacre, Labour Relations Officer Bruce Fraser, Committee Coordinator ASSOCIATION REPRESENTATIVES: Kerri Ferguson, Ontario Secondary School Teachers' Federation (OSSTF) Wulf Heidecker, Ottawa - Carleton Elementary Teachers' Federation (OCETF) Call to Order The Chair called the meeting to order at 7:30 p.m. 2. Approval of Agenda On a motion by Trustee Primeau, the agenda was approved as circulated. Public Question Period There were no questions from the public. 4. Orientation Program for New Hires Your Committee had before it staff report No. 06 -081 providing information regarding an orientation program designed for new hires. Human Resources Committee -1- 3 April 2006 Sue Peter -Weeks noted that one of action areas identified to support the Board's objective of creating a more client centred culture included the enhancement of mentoring at the administration building. In response to the information gathered through an informal survey of new employees, a two part orientation program was developed to assist both a supervisor who has hired a new employee, and the new employee. A "Supervisor's Checklist" was developed to assist a supervisor in making a new employee feel comfortable in their new surroundings. An electronic orientation program, based on the e- learning software, Blackboard'", was also built to provide new employees with the ability to access employee related information and material through a secure internet site. Christine Marleau provided a live demonstration of the software and noted that the material included answers frequently asked questions related to collective agreements, organizational charts, the e- mail system, employee support and staff directories. The next step in the process is to pilot the program with a test group of employees in order to fine tune the system. In response to a suggestion that the program also be made available to current employees and trustees, Ms. Peter -Weeks noted that there is currently a licensing limitation but staff will take the suggestion under advisement. Trustee Getty thanked the presenters for their work in this area. Agenda and Meeting Schedule Review Your Committee had before it a discussion tool to encourage discussion and solicit feedback with respect to Board and committee agendas and meeting schedules. Superintendent McCoy noted that Executive Officer (Administration) Giroux is undertaking a review of the agendas and schedules and seeking input from trustees and non - voting members of individual committees. Trustee Getty noted that some discussion has taken place with respect to reducing the frequency of Human Resources Committee meetings. 6. Superintendent's Report Superintendent McCoy reported the staffing process for 2006 -2007 is underway and updates on the process will be provided on a regular basis. She also advised that the Minister of Education has announced the Provincial Stability Commission and appointed Jim Thomas, former Deputy Minister of Labour, as Chair. 7. New Business In response to a request by Trustee Scott, staff agreed to add, Trustee Input - Supervisory Officer Performance Appraisal, to the public agenda of the May Human Resources Committee meeting. Janet Beer noted that the recent OPSBA Labour Relations Symposium was very useful and provided information on a number of topics in addition to labour relations issues. Trustee Getty noted that a binder of workshop material would be left in the Trustees' Lounge for information. Trustee Getty noted that information with respect to trustee honoraria may be released later this week.
