RE: Notice of Pending Amendment to By -laws & Standing Rules
Trustee Scott has given notice that she will move as follows at the 12 September 2006
Board Meeting:
THAT section 14.0 of the Board's By -laws & Standing Rules be revised to reflect the
following changes:
"Unless otherwise directed by resolution of the Board, the regular meetings of the Board
shall normally be held on the second and fourth Tuesdays of each month, except for the
months of July and August, commencing in Committee of the Whole, in camera, at 7:00
pm and in open public session at 8:00 pm. Where a meeting would fall on a recognized
statutory holiday, it shall normally be held on the following Thursday. During July and
August, regular meetings of the Board shall be held at the call of the Chair as required, or
as pre- determined by resolution of the Board."
*the items noted in bold have been changed from Monday to Tuesday and Wednesday to
Thursday to reflect the changes made to the calendar of meetings during the 06 July 2006 Special
Board Meeting*

Re: Notice of Pending Amendment — By -laws & Standing Rules

PURPOSE:
To provide notice in accordance with Section 22.1 of the Board's By -laws & Standing
Rules which state "these By -laws and Standing Rules may be amended only by approval
of two - thirds of all members present and voting, at a regular or special meeting of the
Board, provided that at least two weeks' notice in writing has been given to all Board
members" that the rules are to be changed.
BACKGROUND:
During the 22 June 2006 Special Board Meeting, the following motion was approved:
THAT the Board's meeting schedule for the 2006 -2007 school
year be based on TuesdatilWednesday meeting nights but with
no change to the existing committee structure.
The Board's By -law & Standing Rules, Section 14.0, Regular Meetings, states:
Unless otherwise directed by resolution of the Board, the regular meetings of the Board
shall normally be held on the second and fourth Mondays of each month, except for the
months of July and August, commencing in Committee of the Whole, in camera, at 7:00
pm and in open public session at 8:00 pm. Where a meeting would fall on a recognized
statutory holiday, it shall normally be held on the following Tuesday. During July and
August, regular meetings of the Board shall be held at the call of the Chair as required, or
as pre- determined by resolution of the Board.
With the adoption of the Board's meeting schedule an amendment is required to the
Board's By -law and adoption of this report provides notice of change.
The following changes in wording are proposed to replace the current wording in section
14.0 of the Board's By -law and Standing Rules:
"Unless otherwise directed by resolution of the Board, the regular meetings of the Board
shall normally be held on the second and fourth Mayday Tuesdays of each month, except
for the months of July and August, commencing in Committee of the Whole, in camera,
at 7:00 pm and in open public session at 8:00 pm. Where a meeting would fall on a
recognized statutory holiday, it shall normally be held on the following Wedfiesda
Thursday. During July and August, regular meetings of the Board shall be held at the
call of the Chair as required, or as pre- determined by resolution of the Board."
These changes will be presented to the Special Board meeting scheduled for 28 August
2006 for final approval and official change to the Board's By -laws & Standing Rules.
This will allow a move to the new meeting calendar effective September 1, 2006.
RECOMMENDATION:
THAT notice hereby be given that section 14.0 of the Board's By -laws & Standing Rules
will be revised to reflect the following changes:
"Unless otherwise directed by resolution of the Board, the regular meetings of the Board
shall normally be held on the second and fourth Tuesdays of each month, except for the
months of July and August, commencing in Committee of the Whole, in camera, at 7:00
pm and in open public session at 8:00 pm. Where a meeting would fall on a recognized
statutory holiday, it shall normally be held on the following Thursday. During July and
August, regular meetings of the Board shall be held at the call of the Chair as required, or
as pre- determined by resolution of the Board."

EXCERPT FROM 6 JULY 2006 BOARD MEETING MINUTES
282. Report 06 -170, Notice of Pending Amendment — By -laws & Standing Rules,
Section 14.1
The Board had before it for consideration report No. 06 -170 providing notice of
an amendment to section 14.0 of the Board's By -laws and Standing Rules to reflect the
following changes:
"Unless otherwise directed by resolution of the Board, the regular meetings of the
Board shall normally be held on the second and fourth Tuesdays of each month,
except for the months of July and August, commencing in Committee of the
Whole, in camera, at 7:00 pm and in open public session at 8:00 pm. Where a
meeting would fall on a recognized statutory holiday, it shall normally be held on
the following Thursday. During July and August, regular meetings of the Board
shall be held at the call of the Chair as required, or as pre- determined by
resolution of the Board."
Trustee Scott moved the recommendation in the staff report, noting that only
trustees can give notice of motion to change the Board's By -laws and Standing Rules.
She indicated that proper written notice had not be given regarding the proposed change
to the Board's By -laws and Standing Rules.
Executive Officer Giroux noted that two -weeks notice in writing has been
provided to trustees as this item was on the agenda for the 22 June Special Board meeting
as unfinished business. She also noted that the proposed By -law change was discussed at
the 13 June Board meeting, and the revision to the Board calendar was also discussed at
the April meeting of the Chairs' Committee.
Superintendent Jeudy -Hugo noted the importance of dealing with the approval of
the Board and Committee meeting calendar for the 2006 -2007, for planning purposes and
in the interests of parents and other stakeholders.
No decision or vote was taken with regard to the motion, however, Trustee Scott
gave notice of her intent to bring this motion forward at the 12 September 2006 Board
meeting.
