DISTRICT SCHOOL BOARD
TO: Chairs' Committee DATE: 26 March 2008
RE: Recorded votes at Budget Committee
Trustee Campbell has given advance notice that he will move as follows at the Chairs'
Committee meeting on 26 March 2008.
WHEREAS budget motions at Budget Committee are unlike ordinary Committee motions in that
debate of a budget motion typically extends over many meetings with much debate on different
important amendments along the way,
WHEREAS not agreeing to pass the budget main motion has implications unlike those for other
motions,
WHEREAS the special nature of the budget motion has been demonstrated by the Board's
annually striking a special committee to debate it,
WHEREAS the debate and passing of a budget is amongst the most important functions of any
School Board and naturally attracts significant public interest,
WHEREAS the Ottawa - Carleton Assembly of School Councils (OCASC) has asked that votes at
Committee, especially budget - related votes, be recorded for the public interest,
WHEREAS the OCDSB believes in accountability and transparency,
THEREFORE BE IT RESOLVED:
THAT Annex 5, Section 7.1 c) of the Rules of Order for Board and Committee Meetings be
amended to add the words "except by request of a trustee at Budget Committee, viz.:
7.1 c) votes shall not be recorded in Committee except by request of a trustee at Budget
Committee.
