To present the action plans for the implementation of the 2005 — 2006 OCDSB Objectives and Goals. BACKGROUND: On December 13, 2004 the Board approved a strategic planning process to support the development of a multi -year strategic plan which included the following steps from the motion: A. March Break to May 2005 System consultation on Objectives and Goals (2004 -2005) B. May 2005 Chairs' Committee Discussion of recommendations for Objectives and Goals for 2005 -2006 C. June 2005 Chairs' Committee Submission of a status report on the implementation of the action plans in 2004 -2005 D. October 2005 Chairs' Committee Based on A, B, and C above, submission of action plans to the Board to support implementation of Objectives and Goals for 2005 -2006 E. June 2006 Conduct a thorough evaluation for publication to determine the extent to which the Objectives and Goals for 2005 -2006 were achieved On 13 June 2005, the Board approved the continuation of the following OCDSB Objectives and Goals for 2005 — 2006. A) Improve student learning: i) Focus on literacy and numeracy at all grades ii) Foster attention for every child with individual learning opportunities to help each child achieve his/her potential iii) Ensure balanced choice, universal access to core programs, distribution of specialty programs 51"6 B) Improve availability, quantity, and effective use of resources to support learning: i) Seek improvements to provincial funding and to OCDSB share of same ii) Allocate resources equitably within a balanced budget iii) Increase market share C) Increase the effectiveness of the organization through a positive corporate culture: i) Effective leadership ii) Establish respect, loyalty and trust iii) A more client- centered culture 4. Staff have reviewed the objectives and goals within the context of "What are we doing or what could we do to realize these objectives ?" This review led to the assignment of responsibility and the development of action plans. In some cases, the action plans contain "on- going" initiatives that were carried forward from the action plans of 2004 - 2005. This reflects the fact that the Board has maintained the same objectives and goals for a two period and certain initiatives require more than one year to be fully implemented. STATUS: 5. A summary schematic overview of the objectives, goals and areas for action is provided in Appendix A. 6. The Action Plans (Appendix B) specify tasks, responsibilities and deadlines for the OCDSB Objectives and Goals (2005- 2006). Staff members who are identified in the column under Responsibility Centre will act as the lead contact as the activities are being carried out. All members of senior staff as well as staff in schools will be supporting the various action plans as appropriate. 7. The next step in the process is the development of an evaluation framework that will enable us to measure the success of these initiatives. Quality Assurance staff are currently developing a framework that includes: i) a detailed description of activities carried out (e.g., professional development/inservice, moneys invested); and ii) an analysis of outcome measures (e.g., trends over time in student achievement, attitudinal changes over time as a result of specific initiatives). Staff will bring forward a more detailed report on the proposed evaluation framework before December 31, 2005. Submitted for information. Lorne M. OTTAWA-CAUETON DISTRICT SCHOOL BOARD • The following three objectives have been established for the Ottawa - Carleton District School Board for the year 2005 — 2006: A) Improve student learning B) Improve availability, quantity and effective use of resources to support student learning C) Increase the effectiveness of the organization through a positive corporate culture The Objectives and Goals are the result of a process which began in August 2003. The process included consultation with school councils, federations and unions, principals and school staffs, student councils and community associations. Offer professional development and Frank Allan May 31, 2006 ongoing assistance to all Student Success teachers to improve the success of students in the program and lower the annual school leave rate. 9. Purchase assessment tools in Literacy Margaret Dempsey April 30, 2006 and Numeracy and provide training to elementary teachers and principals. 2. Coordinate professional growth Margaret Dempsey May 31, 2006 opportunities including the implementation of the Ministry mandated training for teachers and principals in such areas as Primary/Junior Literacy and Numeracy. 3. Research and consult on the Teacher Margaret Dempsey May 31, 2006 Manual for Assessment, Evaluation and Reporting; and provide training and support to principals and teachers to highlight best instructional practices. Annual Goal: Foster attention for every child with individual learning opportunities to help each child achieve his/her potential Area for Action: Establish and implement practical ways to measure and track individual student achievement Quality Assurance 1. Collect, analyze and report on data collected centrally Joan Oracheski December 31, 2005 from the 2004 -2005 school year (e.g., PM Benchmarks, COAT, EQAO, district -wide evaluations in English and Mathematics), and from the grades 7 and 9 diagnostic math test administered in September 2005, to inform classroom instructional practice and the school success planning process. 2. Provide in- service to principals and other members of Joan Oracheski January 31, 2006 school success planning teams to facilitate the development of action plans, interpretation of data, and evaluation of the plans. 3. Develop the Board Improvement Plan in consultation Joan Oracheski May 31, 2006 with staff from Curriculum Services, Special Education, Continuing Education, and Business & Learning Technologies. 4. Review and update the rubric and exemplar booklets for Joan Oracheski May 31, 2006 the Senior English Evaluation Project (SEEP) to align Christine Rankin with changes implemented by the Ministry of Education. 5. Gather data from the system (e.g., Trillium, Corporate Joan Oracheski May 31, 2006 Student Database, Student Decision Support System, and individual schools) to support the Student Success initiative (grades 7 -12). 6. Participate in the regional Managing Information for Joan Oracheski May 31, 2006 Student Achievement (MISA) Network to develop Dave Miller strategies and resources to help build staff capacity to use and understand student achievement data. Continue to provide workshops to principals on Barrie Hammond Ongoing Professional Learning Communities (PLC's) and how to Margaret Dempsey implement them. Frank Allan 2. Provide in- service for principals on assessment and Frank Allan Ongoing evaluation strategies and how they may use Learning Margaret Dempsey Opportunity Grant (LOG) funds to assist staff in fully Barrie Hammond implementing Ministry and District expectations of assessment and evaluation practices. 3. Review OCDSB Policies on: Barrie Hammond November 30, 2005 i) Changes to Program Delivery Structures at Joan Oracheski Secondary Schools; ii) Designated Schools and Student Transfers; and implement approved changes. May 31, 2006 2. Gather information and prepare a report covering the Barrie Hammond November 30, 2005 trades and technology programs available in the Ottawa - Carleton District School Board. 3. Develop a plan for establishing a sustainable trades and Barrie Hammond May 31, 2006 technology program for students. 4. Support ongoing consultation initiatives in the review of Barrie Hammond On -going secondary school programs and program distribution.
