Re: Staffing Update — New Positions Approved in Budget

PURPOSE:
To provide an update on the status of staffing positions approved as part of the 2004-
2005 budget.
BACKGROUND:
2. The 2004 -2005 budget, approved by trustees in mid -July, included a number of new
positions, impacting on schools and central departments.
3. Trustees have requested an update on the status of filling these positions.
STATUS:
Elementary Academic Positions:
4. On Monday 30 August, a vacancy list comprised of 58.5 FTE elementary teaching
positions was posted internally and on the Board Website. Included in this total were
40.75 positions from the Primary Class Reduction Plan, 6.90 additional special education
positions and 10.85 positions that resulted from unanticipated leaves and resignation
requests received over the summer.
5. The 40.75 positions were allocated to 35 elementary schools as per the plan approved by
the Board. The majority of these positions were staffed by the end of the week.
6. As part of the 6.90 additional special education positions, 2.0 positions were added at
Featherston and Mary Honeywell for the Autistic units; 1.9 positions were added at
Clifford Bowey and 3.0 Learning Support teachers were added and allocated as per the
elementary staffing model (0.25 to each of J H Putman. R.B Curry, Mutchmor, and
Manordale and .5 to each of Alta vista, W.O. Mitchell and Roberta Bondar).

In addition, 6.0 special education positions are still to be allocated, pending approval of
the location of the congregated classes.
Secondary Academic Positions
10. The Principal of Trades and Technology position was posted internally on August 30,
2004 and is scheduled to close September 10. Interviews are scheduled to take place
during the week of September 13, with the expectation that the position (and any fall -out)
will be filled by the end of September.
11. The two additional 0.50 positions approved for the SSU classes at each of Sir Guy
Carleton and Ottawa Technical Learning Centre have been staffed.
Administrative and Support Staff
13. As part of the budget, the following additional professional student services positions
were approved: 8.0 psychologists (all 1 year terms), 5.8 speech - language pathologists
(5.4 FIFE 1 year terms; .4 regular), 1.5 social workers (1 year terms). These positions
must be staffed in accordance with the collective agreement, which requires offering the
positions to internal regular and term employees in the bargaining unit prior to posting
them internally or externally. The remaining vacancies will be posted within the next
week, with ads running in the Citizen and the Globe and Mail.
14. An additional 30 educational assistants were added as part of the budget, including 5
itinerant educational assistants, 1.0 to the Adaptive SSU and 4.0 to the Autism programs.
The remaining 20 positions will be allocated based on school needs. The collective
agreement requires that all ads be posted internally for a minimum of 5 working days. In
order to minimize disruption, the majority of the vacancies will be posted simultaneously.
Once the specific vacancies are identified, principals can proceed to staff vacant
educational assistant positions with casual educational assistants pending completion of
the staffing process. Therefore, those positions already identified can be filled with
casual educational assistants while the staffing process is completed.
15. Staffing of the positions approved for the central departments is on -going in accordance
with collective agreements and other requirements, as applicable.
