HomeMy WebLinkAboutBoard 7 Mar 2002 Minutes PublicOTTAWA-CARLETON DISTRICT SCHOOL BOARD MINUTES 7 March 2002 A special meeting of the Ottawa - Carleton District School Board was held this evening at 133 Greenbank Road, Ottawa, Ontario, in the Board Room commencing at 5:26 p.m with Trustee Jim Libbey in the chair and the following in attendance: Trustees Lynn Graham, Russ Jackson (by phone) Margaret Lange, Myrna Laurenceson, Sheryl MacDonald, David Moen, Lynn Scott (by phone) and Joan Spice. Staff. Director of Education and Secretary of the Board, James Grieve; Manager of Communications, Maggie Melenhorst; Management, Policy and Planning Advisor, Janice Sargent and Committee Coordinator, Bruce Fraser. Legal Counsel: Paul Webber, Bell Baker Trustee Laurenceson, seconded by Trustee Sheryl MacDonald, moved THAT the Board resolve into Committee of the Whole to consider the item on the in camera agenda. On a point of order, Trustee Jackson challenged the legality of the meeting and the propriety of dealing with the agenda item in camera. He expressed the view that the 48 hours' written notice required under the Board's By -laws had not been met, as electronic mail does not qualify as written notice. Trustee Jackson submitted that the agenda item does not qualify for consideration in camera as the subject matter is not "litigation affecting the Board" but rather a single trustee. At the request of Trustee Jackson, a recorded vote was held and the motion to resolve into Committee of the Whole was carried on the following division: FOR: Trustees Graham, Laurenceson, Libbey, Sheryl MacDonald, and Spice (5) AGAINST: Trustee Jackson (1) ABSTENTIONS: Trustees Moen and Scott (2) Trustee Lynn Graham assumed the chair in Committee and the Committee later rose and presented the following report (Board minute 145 -02 refers): 145. Report No. 9, Committee of the Whole (in camera) Trustee Moen declared a potential conflict of interest and did not participate in the debate or vote on the issue. Trustee Graham presented Report No. 9, Committee of the Whole (in camera), and seconded the recommendation therein, viz: (Motion by Trustee Laurenceson, substituting for Trustee Libbey, seconded by Trustee Graham) THAT the Board proceed with a legal issue as discussed in Committee of the Whole (in camera). -108- 0 -ML OTTAWA-CARLETON DISTRICT SCHOOL BOARD MINUTES 7 March 2002 At the request of Trustee Scott, a recorded vote was held and the motion was carried unanimously. FOR: Trustees Graham, Lange, Laurenceson, Libbey, Sheryl MacDonald, Spice and Scott (7) AGAINST: Nil (0) ABSTENTIONS: Nil (0) Trustee Moen joined the meeting. On a motion by Trustee Spice, seconded by Trustee Laurenceson, the Board resolved into Committee of the Whole to explain the rationale of the Board's decision to Trustee Moen. Trustee Lynn Graham assumed the chair in Committee and following a brief presentation by Paul Webber, the meeting subsequently adjourned at 6:30 p.m. James P.
