1. Introduction:
Members of the Board - my name is Mark Purchase, I am the Senior Planner/Development
Manaicr for Phoenix Homes
I appreciate this opportunity to make a brief presentation of Phoenix's development intentions in
Carleton Heights.
Z. Background of Phoenix
Phoenix Homes is a residential builder and developer with projects throughout the Region. On
average we are selling and constructing about 300 homes a year.
3. Development Det,ti s and History
Last year Phoenix Homes entered into an agreement to purchase a parcel of land known as the
Montfort Woods located immediately to the north of the Montfort Hospital adjacent to the
Aviation Parkway.
You may be aware. that the Montfort Woods has garnished some attention in recent years as a
property that many wish to be protected; however, the property is under private ownership,
wbich in short posed an obstacle to outright protection.
In reviewing the development history cots ming Montfort there had previously been
considerable discussion as to the notion of a land exchange with the NCC. This notion had been
initiated by Councillor Richard Cannings. We approached Mr. Cannings and inquired as to
whether he still promoted such an idea He of course was enthusiastic about revisiting and
promoting the idea once again.
* we need not go into details w to what transpired from our original discussions with Mr.
Cannings, but through his efforts and others we have now worked out a Land Exchange
Agreement with the NCC.
Land Exchange
The NCC will receive the Montfort woods property in exchange we will receive a portion of
what is known as the "Moffat Fum" located directly across from Carleton Heights Public

- projected population - approx. 1000 residents
- potential school age approx. 25% to 30% Note: our experience in other projects in doing a
demographic analysis for markcting we have beta httdiiig that than is wide swing is the
demographic profiles of our buyers in terms of age and family make -up.
> Timing
- the development has to undergo a formal approval process subdivision, noting etc.
- the anticipated completion of the approval process is between now and through to Jan - Feb of
next year
- with this assumption homes will start being constructed next spring
- anticipated fall buildout 2 % years.
