RE: Alternative Models for
Teachers' Duties and Workload
Trustee Scott has given notice that she will move as follows at the 24 May 2000
Board meeting:
Whereas the impetus for Bill 74, the Education Accountability Act, appears primarily to
relate to public perceptions, as reported in the media, of teachers' duties and workload;
Whereas the realities of how teachers daily carry out their professional responsibilities to
benefit their students are inadequately recognized in the current provisions of the Education
Act and its regulations;
Whereas the provisions relating to teachers in Bill 74 do nothing to increase or enhance
formal instruction for students and, indeed, include elements that may reasonably be
expected to be detrimental to students' interests;
Whereas it would be beneficial to illustrate how local cooperation between the OCDSB
and the teachers' federations could better address, in an innovative way, the misplaced
concerns of the public and of the Ontario government about teachers' duties and workload;
THEREFORE BE TT RESOLVED:
A. THAT the OCDSB invite the Ottawa - Carleton Elementary Teachers' Federation
and the Ontario Secondary School Teachers' Federation District 25 (TPA) to
propose to the Board an alternative model for defining teachers' duties and
workload, for joint presentation to the Minister of Education as a proposal for a
pilot project in the OCDSB that could operate, with the Minister's permission,
outside the constraints contemplated in Bill 74;
B . THAT the proposed alternative model would:
(i) flexibly and fairly encompass instructional time, preparation time,
assessment and evaluation activities, extracurricular responsibilities,
supervision and similar duties, in- service training and professional
development, and such other activities as may reasonably be construed to
form part of teachers' usual responsibilities within the school year;
(ii) address the objective of ensuring the highest quality of education and
school experience for students;
(iii) demonstrate a clear relationship between the teachers' recognized working
hours and workload throughout the school year and the concept of normally

recognized working hours and workload for annual employment in non-
teaching fields;
(iv) be amenable to implementation at the same or lesser cost per pupil for
classroom teachers as exists at present in the OCDSB.
C. THAT the development of the proposed alternative model be considered
completely separate and apart from the collective bargaining process.
