A. Prior to making allocations for 2000 -01, staff will be reviewing the distribution of SERT,
SELC and congregated class teachers and will make every effort to distribute them as
equitably as possible across the Board's jurisdiction.
B. In- service to teachers in regular classrooms throughout the Board can only be provided
if the number of central teaching staff is increased as proposed in the recommended
budget for 2000-01.
C /D. If the proposed budget is adopted as recommended, evaluations will be conducted as
planned for the program for pupils with developmental disabilities and secondary
Special Education programs. Should any additional reviews be requested, all reviews
would have to be conducted in less depth.

RE: Special Education
Trustee Scott has given notice that she will move as follows at the 22 March 2000
Committee of the Whole (Budget) meeting:
Whereas the student population in the outlying areas includes pupils of various
exceptionalities in similar proportions to the region as a whole, with the possible
exceptions of severe developmental disability, physical (orthopaedic), dual diagnosis,
autism and multiple (for which more parents may choose to reside closer to essential
medical and community support services inside the Greenbelt);
Whereas parents of some students from the outlying areas who have significant needs for
special education (autistic, developmentally disabled, severely learning disabled) prefer
to have their children attend the community school rather than have them transported
considerable distances to highly specialized programs;
Whereas it is estimated that only about 10% of identified elementary gifted students in
the outlying areas are being served in congregated class placements, as opposed to 43%
boardwide;
Whereas some very high needs students are being served successfully in their home schools
in the outlying areas, but with a consequent impact on the availability of resources to
special education students with a lesser level of need;
Whereas the current distribution and mixture of special education resources (SERTs, SELCs
and congregated special education classes) appears to discriminate against equitably
meeting the special education needs of students who do not reside inside the Greenbelt;
THEREFORE BE IT RESOLVED:
A. THAT THE DISTRIBUTION OF SPECIAL EDUCATION TEACHERS (SERT, SELC
AND CONGREGATED CLASS TEACHERS OTHER THAN THOSE FOR
DEAF /HARD OF HEARING, DUAL DIAGNOSIS, SPECIAL SUPPORT UNITS,
AUTISM, PHYSICAL, AND DEVELOPMENTAL DISABILITY) BE ADJUSTED TO
PROVIDE AREAS OUTSIDE THE GREENBELT WITH AN EQUITABLE SHARE
OF SPECIAL EDUCATION TEACHERS COMMENSURATE WITH THEIR SHARE
OF ENROLMENT AND ACTUAL SPECIAL EDUCATION NEEDS, ON THE
BASIS OF THE STAFF - RECOMMENDED DELIVERY MODEL WITH
ADDITIONAL SELCs INSTEAD OF CONGREGATED CLASSES WHERE THAT
WOULD BETTER MEET THE NEEDS;
B . THAT AN APPROPRIATE SHARE OF PROGRAM SUPPORT TEACHERS AS PER
THE STAFF- RECONMENDED SPECIAL EDUCATION DELIVERY MODEL FOR
2000 -2001 BE ASSIGNED TO PROVIDE INTENSIVE SCHOOL -BASED HANDS -
ON IN- SERVICE SUPPORT FOR SUCCESSFUL PROGRAM DIFFERENTIATION,

TEACHING STRATEGIES AND CLASSROOM MANAGEMENT FOR SPECIAL
NEEDS STUDENTS IN REGULAR CLASSROOMS TO TEACHERS IN SCHOOLS
OUTSIDE THE GREENBELT;
C. THAT INTENSIVE EVALUATION OF THE PROGRESS OF IIviPLEMENTATION
OF THE STAFF- RECONOAENDED DELIVERY MODEL BE CONTINUED
THROUGH 2000 -2001 WITH A VIEW TO IDENTIFYING SPECIFIC
MODIFICATIONS AND IMPROVEMENTS THAT CAN BE ACHIEVED WITHIN
EXISTING FUNDING LEVELS; AND
D. THAT THE PROPOSED REVIEW OF ELEMENTARY GIFTED PROGRAMAUIG
INCLUDE AN ANALYSIS OF THE FEASIBILITY OF PROVIDING IMPROVED
SERVICE TO THE MAJORITY OF GIFTED STUDENTS IN THEIR HOME
SCHOOLS, WITH EASTERN AND WESTERN ELEMENTARY GIFTED CENTRES
TO SERVE THOSE PROFOUNDLY GIFTED STUDENTS WHOSE NEEDS ARE
SUCH THAT THEY CANNOT BE MET IN THE HOME SCHOOL EVEN WITH
ENHANCED PROGRAM SUPPORT.
