OTTAWA - CARLETON DISTRICT SCHOOL BOARD
REPORT NO. 3. HUMAN RESOURCES COMMITTEE
TO: Board of Education DATE: 7 March 2000
A meeting of the Human Resources Committee was held this evening in the Trustees' Committee
Room, 133 Greenbank Road, Nepean, commencing at 7:30 pm with Trustee Alex Getty in the Chair and
the following in attendance:
MEMBERS: Trustees Alex Getty, Lynn Graham, Jim Libbey and Sheryl MacDonald.

Approval of Agenda
On a motion by Trustee Libbey, the agenda was approved as presented
2. Public Question Period
There were no questions from the public.
3. Report No. 00 -70, First Annual Report on OCDSB Staff
Your Committee had before it, Report No. 00 -70 providing a list of all employees on staff with the
Ottawa - Carleton District School Board as of 15 February 2000. The lists were prepared based on the
seniority lists for each labour group within the Board and that the accuracy of the seniority rankings was
agreed to by the various unions. Superintendent Viney noted that a copy of the report will be placed in the
Trustees' Lounge, Board Services Department and the Office of the Superintendent of Human
Resources/Business and Learning Technologies and will be updated annually.
In response to a query, Superintendent Viney explained that the lists were produced in an effort to
provide Trustees with relevant information pertaining to the location of staff. She noted that no
information of a personal nature is included in the listings.
4. New Business
Trustee Scott noted that the Ontario College of Teachers is holding a focus group to review the
current guideline for the Principal's Qualification Program. The College is also requesting input for the
development of ethical standards for the teaching profession. Trustee Scott distributed survey forms to all
Trustees for comment as well as a copy of a paper entitled, Thinking about Ethical Standards: Issues and
Complexities by Elizabeth Campbell, Ph.D.
Tony Pearson commented that the College of Teachers will also be using their Website to solicit
input regarding the testing of teachers.

Superintendent Viney circulated a memorandum which explains the details of the Special
Education Per Pupil Amount (SEPPA) and the Intensive Support Amount (ISA) that are included in the
Foundation Grant for every student enrolled in school.
Trustees noted that there are some misconceptions surrounding the allocation of ISA grants and
the Board's responsibilities with respect to the utilization of these allocations. Staff explained that ISA
allocations are applied for and received following a review by the Ministry. The ISA funds are not
allocated to a particular student but are used to offset the costs for the support of all students with special
needs. It was noted that the Ministry was to clarify the guidelines with respect to ISA funds but nothing
has been received to date.
Staff agreed to research documentation from the Ministry, which explains the rationale behind the
allocation of the ISA funds.
The meeting went into the in camera session at 7:50 pm and later adjourned at 8:35 pm.
