Re: Annual Report on Trustee Expenses

PURPOSE:
1. To report on trustee expenses for the period 1 September 1999 to 1 September 2000.
BACKGROUND:
2. Policy P.003.GOV provides that "itemized reports on professional development and
communications expenditures for each trustee shall be filed with the Board in open public
session, no later than 15 October each year for the preceding fiscal year, by the Treasurer
of the Board ".
STATUS:
(W 3. In accordance with past practice, Trustees were provided with a detailed breakdown of their
expenses and asked to inform Board Services of any discrepancies by 19 October.
4. A summary report showing each trustee's allocation and expenses incurred for the period 1
September 1999 to 1 September 2000 is attached as Appendix A. Last year, by Board motion
unexpended funds in trustee professional development accounts were carried forward and these
amounts are reflected in the report.
5. This report was prepared on the basis of the previous policies and procedures and telephone
expenses have, therefore, been included in the communications category.
At its meeting of 13 December 1999, the Board approved a motion that a central account for
conference calls at meetings of.the Board or its committees be established and that the total
amount for such calls be reported annually in public session. The total amount for teleconference
calls during the period 1 September 1999 to 1 September 2000 is $1,950.91.
7. The new policies and procedures for trustee expenses took effect on 1 September 2000. While a
pro -rated amount of $1,200 is available for professional development activities during the
period from 1 September 2000 to 1 December 2000, no communications expenses will be funded by
the Board during this period because it is an election year. After the trustee elections, accounts
will be updated with the full amounts available for professional development and
communications. The new policy provides that trustees receive an individual annual allocation
of $7,200 for professional development /travel and constituency communications, up to two
thirds of which ($4,800) may be spent on either professional development or communications.
