Re: School Year Carryforwards
ORIGINATOR: Michael E. Clarke, Superintendent of Business and Treasurer
PURPOSE:
To seek trustee approval for the carryforward of unspent school budgets to the following year's budget.
BACKGROUND:
1. The Board allocates budget funds to each school annually through a number of per capita formulas. The school
prepares a budget to use these funds to accomplish the school's goals.
2. Traditionally, public bodies do not carryforward budgets. This has led some public organizations to attempt
to spend at year end so as not to have to return funding.
3. The Ottawa - Carleton District School Board is committed to encouraging long -term planning by its schools and
departments and prudent use of resources to achieve long -term goals.
4. One of the OCDSB's predecessor boards had established a process to facilitate this. Schools were given budget
on a school year basis and allowed the carryforward of unspent budget. This allowed schools to do multi -year
planning by allowing a school to accumulate funds for major initiatives. The carryforward also ends disputes
about year end cut off and the period to which an expenditure belongs.
PROPOSAL:
5. Staff are recommending to trustees that a school budget carryforward model be approved for the Ottawa -
Carleton District School Board's schools, starting with the current 1998 year.
6. Central departments would not have .automatic carryforwards. Any carryforward would have to be requested
and approved annually by the Board.
RECOMMENDATION:
That the Board approve year end carryforwards of schools' unexpended budgets.
