Re: Confirmation of Voting Delegate and Alternate for OPSBA's Annual General Meeting

PURPOSE:
1. To confirm the Board's voting delegate and alternate for OPSBA's Annual General Meeting.
BACKGROUND:
A package of information related to OPSBA's Annual General Meeting has been received. Excerpts are
attached as Appendix 1.
3. OPSBA is requesting confirmation of the Board's Directors and Alternates on the OPSBA Board of
Directors and the voting delegate and alternate for OPSBA'S Annual General Meeting to be held on
Friday, June 12.
4 The Board at its organizational meeting in January confirmed Trustees Lam and Morse as OPSBA
Directors and Trustees Bled and Chambers as alternates on the OPSBA Board of Directors for the
current Board year to the end of November 1998. References from previous Board minutes relating to
OPSBA appointments are attached as Appendix 2.
5. The information from OPSBA indicates that the term of office for Members of the Board of Directors is
one year (June to June).
6. Trustees Lam and Chambers are listed in the OPSBA material as the Board's voting delegate and
alternate respectively for the Annual General Meeting.
7. OPSBA's Constitution and By -laws provide that each Member Board appoint by resolution the Board's
Delegate Member for the Annual General Meeting and an Alternate Delegate member who may vote in
the absence of the Delegate Member.
RECOMMENDATION:
That the Board confirm its voting delegate and alternate for -the Annual Gerd Meeting of OPSBA.

MINUTES
39. Appointment of Directors and Alternates for the
Ontario Public School Boards' Association
14 & 19 JANUARY 1998 -10,
The Chair called for volunteers or nominations for appointment as the directors and alternates
for the Ontario Public School Boards' Association ( OPSBA).
Four trustees volunteered, and on a motion by Trustee Graham, seconded by Trustee Norm
MacDonald, Trustees Bled, Chambers, Lam and Morse were nominated. It was agreed that those
trustees not elected as directors would serve as the alternates.
On a motion by Trustee Getty, seconded by Trustee Graham, Superintendents Viney and Stollery
were appointed scrutineers for all elections of officers and committee members held this evening.
Following an election the appointments were confirmed as follows:
(a) OPSBA Directors
(Motion by Trustee Getty, seconded by Trustee Norm MacDonald)
Trustees Morse and Lam. (2)
(b) OPSBA Alternates to Directors
(Motion by Trustee Getty, seconded by Trustee Norm MacDonald)
Trustees Bled and Chambers (2)•
The Chair advised that this appointment to the former OPSBA Board of Directors
must be a former CBE trustee, and is for the meeting to be held on 29 January 1998 only.
(Motion by Trustee Morse, seconded by Trustee Getty)
THAT Trustee Lam be appointed to serve as the former Carleton Board of Education
OPSBA director at a special meeting of the 1997 Board of Directors on 29 January 1998.
It was noted that other OPSBA appointments will be discussed at the Chairs Committee
meeting on 20 January 1998.

The Chair called for volunteers or nominations for appointment to the GENET Board of
Directors. On a motion by Trustee Getty, seconded by Trustee Lam, Trustees Libbey, Norm MacDonald,
and Scott were placed in nomination.
Following an election, on a motion by Trustee Getty, seconded by Trustee Sheryl MacDonald, the
Board confirmed the appointment of Trustees Libbey and Norm MacDonald to the CENET Board of
Directors.

Trustee Libbey, seconded by Trustee Graham, moved as follows:
That comments be requested from the Ottawa - Carleton Assembly of School Councils, the Secondary School
Committee of the Ottawa-Carleton Assembly of School Councils, the Secondary Students' Association and
other relevant groups on the interim student transfer processes.
Note: The Ottawa - Carleton Assembly of School Councils will be asked to comment on both elementary
and secondary processes, their secondary committee and the Secondary Students' Association will
be asked to comment on the secondary process.

That staff be directed to develop a process, timelines and costing for development, design and
implementation phases of a corporate visual identity program.
The motion was carried.
e) OPSBA Delegates to Regional Council
(Motion by Trustee Morse)
That the Board's delegate and alternate to the Ontario Public School Boards' Association Regional
Council and the delegate and alternate for the special meeting on 30 January 1998, be chosen from
among the OPSBA directors and alternates, elected at the inaugural meeting of 14 and 19 January
1998, with specific appointments to be determined among themselves.
Trustee Morse, seconded by Trustee Getty, moved in amendment that the following replace the words "with
specific appointments to be determined among themselves ":
and that the previously appointed Directors be the two delegates and the previously appointed
alternates be the two alternates as determined among themselves.
The amendment was carried
The main motion, as amended, was carried, viz:
That the Board's delegate and alternate to the Ontario Public School Boards' Association Regional Council
and the delegate and alternate for the special meeting on 30 January 1998, be chosen from among the
OPSBA directors and alternates, elected at the inaugural meeting of 14 and 19 January 1998, and that the
previously appointed Directors be the two delegates and the previously appointed alternates be the two
alternates as determined among themselves.
