Ottawa - Carleton District School Board TO: Chair and Members of the Board DATE: 23 March 1998 Trustee Bled has given notice that she will move as follows at the 23 March 1998 meeting of the Board: WHEREAS parents are anxiously seeking a statement of the principles that the Board will apply to program entitlement in the system; and WHEREAS the Board has not yet made a clear pronouncement on the principles or focused guidelines that it will apply for budget decision- making with regard to program entitlement; and WHEREAS these principles once established will be relevant to decision- making irrespective of the amount of funding available to the Board; THEREFORE BE IT RESOLVED: A. THAT THE BOARD ADOPT THE PRINCIPLE OF UNIVERSAL ENTITLEMENT, MEANING THAT ALL PROGRAMS WILL BE OFFERED UNDER CRITERIA THAT ARE APPLIED ACROSS THE BOARD AND THAT NO PROGRAM WILL BE OFFERED TO STUDENTS IN ONE GEOGRAPHICAL AREA OF THE BOARD WITHOUT PROVISIONS FOR IT TO BE ACCESSIBLE ACROSS THE BOARD TO STUDENTS WHO MEET NON - GEOGRAPHICAL BOUNDARY CRITERIA AS ESTABLISHED BY THE BOARD. B . THAT THE ADMINISTRATION INVESTIGATE AND REPORT ON WAYS TO ENSURE UNIVERSAL ACCESSIBILITY OR EQUITY OF ACCESS TO PROGRAMS FOR ALL QUALIFYING STUDENTS IN THE BOARD, AND THAT SUCH INVESTIGATION MIGHT INCLUDE THE FEASIBILITY OF ESTABLISHING A FAMILY OF SCHOOLS TO ENSURE THAT WHERE THERE IS A VIABLE DEMAND, AT LEAST ONE SCHOOL IN EACH CLUSTER OFFERS ANY PRE - SECONDARY PROGRAM THAT IS AVAILABLE TO STUDENTS MEETING CRITERIA ESTABLISHED FOR THE PROGRAM. C. THAT THIS PRINCIPLE OF UNIVERSAL ENTITLEMENT OR EQUITY OF ACCESS BE EMPLOYED DURING THE 1998 -99 BUDGET DELIBERATIONS OF THE BOARD.
