Trustee Graham has given notice that she will move reconsideration of Trustee Bled's motion which
was defeated at the Board meeting of 14 December 1998 regarding a complete list of potential sites
considered for closure within the next two years. Trustee Sheryl MacDonald will second the motion to
reconsider.
The Board first votes on whether or not to reconsider the issue. If the vote is in the affirmative, the
following motion will be back before the Board for consideration:
Whereas closing a school has long term implications for students and communities; and
Whereas a reasonable assumption with regard to equity is that in recommending a number of schools for
consideration of closure, all schools in the system would have been evaluated within the parameters of
comparable criteria and then prioritized; and
Whereas Community Working Groups, parents with children in school, students, and the general public
are seeking accountability and asking for clear and consistent information as to why any particular
school is recommended for closure versus another; and
Whereas it is important that, from the perspective of the school board, predictable consequences
arising from the closure of a school be assessed and the implications be shared with parents, students,
and members of the community;
Whereas bearing in mind the reasons why staff considers it necessary to recommend schools for closure
at this time;
THEREFORE BE IT RESOLVED:
1) THAT STAFF PREPARES AS SOON AS POSSIBLE FOR THE INFORMATION OF TRUSTEES AND
FOR PUBLIC SCRUTINY, A COMPLETE LIST OF POTENTIAL SITES TO BE CONSIDERED FOR
CLOSURE WITHIN THE NEXT ONE OR TWO YEARS, AND THAT DECISIONS AS TO WHICH
SCHOOLS ARE TO BE CLOSED TAKE PLACE WITH PUBLIC KNOWLEDGE OF THESE SITES; AND
2) THAT THE NUMBER OF SCHOOLS AT (1) ABOVE BE THE ABSOLUTE NUMBER THE
ADMINISTRATION CONSIDERS NECESSARY FOR CLOSURE WITHIN THIS PERIOD - ALL
THINGS BEING EQUAL; AND
3) THAT SECONDARY AND ELEMENTARY SCHOOLS BE TREATED SEPARATELY WITH REGARD
TO DECISION - MAKING DATES, TO THE EXTENT THAT THESE DATES HAVE IMPLICATIONS
FOR THE EFFECTIVE OPERATION OF THE SCHOOLS; AND
4) THAT GIVEN THE CURRENT KNOWN CIRCUMSTANCES AND GUIDELINES, THE LIST OF
SCHOOLS RECOMMENDED FOR CLOSURE BE PRIORITIZED ON THE BASIS OF CLEARLY
DEFINED, EQUITABLE CRITERIA FOR IMMEDIATE VERSUS DELAYED CLOSINGS; AND

5) THAT THE PREDICTABLE CONSEQUENCES OF CLOSURE OF EACH SCHOOL BE INDICATED
SHOWING -
POTENTIAL RECEIVING SCHOOLS FOR DISPLACED STUDENTS;
POTENTIAL SAVINGS TO THE BOARD;
OTHER RELEVANT FACTORS INCLUDING SPILL -OVER EFFECTS.
