RE: Reconsideration of Trustee Scott's Motion
to Extend the Timelines for School Closure Decisions
Trustee Hill has given notice that she will move reconsideration of Trustee Scott's motion which was
defeated at the Board meeting of 14 December 1998 regarding an extension of the timelines for decisions
on school closures.
The Board first votes on whether or not to reconsider the issue. If the vote is in the affirmative, the
following motion will be back before the Board for consideration:
Whereas the staff - recommended school closures for September 1999 will generate operating savings to
help offset the expected $12M reduction in funding for the 1999 -2000 school year;
Whereas the former 31 December 1998 Ministry- imposed deadline for declaring space surplus no longer
has implications for the Board's access to capital funding for new school construction in the long term;
Whereas the staff - recommended school closures for September 1999 still leave the Board in a "surplus
space" situation such that a decision made by 31 December 1998 will not generate any more capital
grants in the 1999 -2000 school year than a decision made early in 1999;
Whereas the timing of decisions on school closures for September 1999 to save operating costs must still
occur before the end of February 1999 to allow adequate time for staffing and organizing schools for
September, as well as time to communicate changes in students' schools and transportation;
THEREFORE BE IT RESOLVED:
A. THAT THE TIMELINE FOR MAKING PHASE 1 SCHOOL CLOSURE DECISIONS BE ADJUSTED TO
ALLOW FURTHER ELABORATION AND UNDERSTANDING OF THE PROPOSED
REDISTRIBUTION OF STUDENTS AND PROGRAMS FROM THE SCHOOLS RECOMMENDED BY
STAFF FOR CLOSURE IN SEPTEMBER 1999, AS FOLLOWS:
• 26 January 1999 -- Board COW (Area Review) -- Staff presentation of detailed plan for
redirection of students
• 2 and 4 February 1999 — Board COW (Area Review) -- Community response re boundary
proposals, priority given to school councils of sending and receiving schools affected by
proposals
• 9, 11 and 16 February 1999 — Board COW (Area Review) — Debate on recommendations for
school closures and associated boundary changes
• 23 February 1999 - Special Board - Final Phase 1 Decisions
B . THAT STAFF BE DIRECTED TO BRING FORWARD, AS SOON AS POSSIBLE, A REVISED
TIMELINE FOR PHASE 2 TO ALLOW FOR DECISIONS ON PHASE 2 SCHOOL CLOSURES PRIOR
TO DECEMBER 1999. o
