PURPOSE:
1. To present to trustees for approval, a policy governing student transportation
entitlements and to provide as information, the accompanying staff procedure.
BACKGROUND:
2. As a result of the creation of the OCDSB, a new policy is required to govern and direct
(W the provision and delivery of student transportation. Accompanying procedures are
also required in support of the policy.
STATUS:
3. Consultation has occurred as outlined in the Pro Forma. (Refer to Appendix A).
4. The proposed policy P.068.PLG and procedure PR.556.PLG (refer to Appendix B) reflect
the outcome of Board decisions and directions arising from the Board's 1998 -99 Budget
deliberations, related to those areas which specifically address the provision of
student transportation entitlements. For example, the differing entitlement provisions
of the two former Boards for Grades 7 to OAC students who reside within the urban
transit limits for OC Transpo have been reflected in the proposed policy as an interim
measure, in accordance with the Budget decisions.
5. It is recognized there are a number of areas which will require further review during
the upcoming school year. Staff will bring forward harmonized sections of the policy
at a later date.
6. There are two specific areas referred to in the attached policy and procedure that staff
wish to draw to the attention of trustees. These are noted as follows:

a) Transportation Entitlement for Junior Kindergarten and Kindergarten Students.
(Refer to Policy Section 2.11)
The distance criteria of the former OBE for JK /SK eligibility for transportation
was 1.0 km or more, whereas the distance criteria for the former CBE was 0.8 km
During the review of Budget Change Options this year, staff examined this issue in
detail and determined that cost implications would arise if the distance were
adjusted to 0.8 km. for all OCDSB students. However on the other hand, if the
distance were adjusted to 1.0 km., affecting former CBE students only, there would
not be any cost savings. Based on this review, it is staff's recommendation that the
transportation entitlement distance criteria for JK /SK be harmonized and
established at 1.0 km. This recommendation has been reflected in the attached
policy and procedure. The change to 1.0 km. from 0.8 km for former CBE students
does not have any impact on Budget and will have minimal impact on students.
b) Walk Distance to a Pick -up and /or Drop -off Point. (Refer to Policy Section 2.1.7)
The walk distance criteria to a bus -stop has varied between to the two former
Boards. Students of the former OBE were required to walk a distance of up to 1,000
metres whereas students of the former CBE were required to walk a distance of up to
500 metres. During the review of Budget Change Options this year, staff also
examined this issue in detail and determined, not unlike the distance criteria for
JK /SK as outlined in 6a) above, that cost implications would arise if the distance
for all OCDSB students were adjusted to 500 metres. However, if the distance were
adjusted to 1,000 metres, there would not be any substantial cost savings, as there
are a number of factors that influence the number and location of safe bus -stops and
consequently the average walk distance to a bus -stop. Based on this review, and
given that the minimum distance criteria for transportation eligibility will be
established as 1.0 km for JK /SK students together with the enhanced flexibility
that a consistent 1,000 metre walk distance to a bus -stop will afford staff
additional flexibility in developing efficient transportation route planning, it is
staff's recommendation that the walk- distance to a bus -stop be harmonized and
established as up to 1,000 metres. This recommendation has been reflected in the
attached policy and procedure. It is estimated that the change for the walk
distance to a bus -stop for former CBE students will have minimal impact on students
and will not impact on Budget.
Copies of the transportation policies and procedures of the two former Boards are
attached in Appendix C (former CBE) and Appendix D (former OBE), for the
information of trustees.
RECOMMENDATION:
That Board Policy P.068.PLG: Student Transportation Entitlements be approved.

1.0 OBJECTIVE
To establish the entitlements of students to transportation by the Board.
2.0 POLICY
2.1 Student Transportation Entitlement
General
2.1.1 The Board will provide transportation at public expense for all OCDSB students
in Grades JK -6 who are attending Board - designated schools /the school to which
a student has been directed to attend and live the following distances from their
schools:
a) Junior Kindergarten and Kindergarten 1.0 km or more
b) Grades 1 -3 inclusive 1.6 km or more
c) Grades 4-6 inclusive 2.4 km or more
2.1.2 The Board will provide transportation at public expense for intermediate and
secondary students in Grades 7 -OAC within all areas of the Board's jurisdiction
except the City of Ottawa, City of Vanier and Village of Rockcliffe Park who are
attending Board- designated schools /the school to which a student has been
directed to attend and live the following distances from their schools:
a) Grades 7 -8 inclusive 3.0 km or more
b) Grades 9 -OAC 4.0 km or more
2.1.3 The Board will provide transportation at public expense for students who are
attending a Board - designated schools /the school to which a student has been
directed to attend and who are:
a) physically challenged
b) attending schools /classes for pupils with developmental disabilities
c) at a child care address, providing the address qualifies in accordance
with the provisions of 2.1.1. and 2.1.2. and the address is consistent
throughout the school year, (former OBE).
2.1.4 Intermediate and secondary students in Grades 7-OAC within the City of
Ottawa, City of Vanier and Village of Rockcliffe Park areas of the Board's
jurisdiction who are deemed to be financially disadvantaged by Board
established criteria and attending Board - designated schools /the school to which
a student has been directed to attend, transportation will be provided for 10
months (September through June inclusive) by use of public transit provided
they meet the distance criteria of 3.0 km or more for Grades 7 -8 inclusive and 4.0
km or more for Grades 9 -OAC. The Board will issue monthly student bus passes
or tickets to students who meet the eligibility criteria to qualify as financially
disadvantaged.
2.1.5 Distances are measured by the shortest roadway or by municipal pathways and
walkways maintained and approved for use by the Transportation Office.
2.1.6 Where the walking conditions for students are judged to be hazardous and
detrimental to the safety of students in Grades Junior Kindergarten to 3, the
Board authorizes Transportation staff to reduce these distances and grant
exceptions to permit the provision of transportation. Special consideration may
also be given to a reduction in the entitled distance for students in Grades 4 and
above, in areas that are deemed to be extremely hazardous to student safety, for
example, a multi-lane highway where traffic/ pedestrian controls are not present.
Periodic review of the safety exceptions shall be undertaken and reported to the
Board if walking conditions continue to warrant exceptions to the Board's
entitlement policy for transportation.
2.1.7 Transportation service by school vehicle shall be provided to and from a pick -up
and /or drop -off point that is consistent, five days a week. These points may be
located up to 1.0 km (1000 metres) walking distance from a student's home or
caregiver location. The Board may authorize alternative transportation
arrangements that require students to reach centralized pick -up /drop -off points
that are in excess of the 1.0 km (1000 metres), for example, transportation
arrangements to Canterbury H.S. for the former CBE. Pick -up and /or drop -off
points shall be planned with consideration for student safety both in terms of
location and numbers of students assigned to a stop.
2.1.8 An alternate bus drop -off point may be arranged to accommodate a caregiver for
an elementary student (former CBE), on a fixed day or days of the week, on any
route serving the student's designated school, provided such alternate
arrangements are consistent from week to week and are confirmed in writing by
the parent.
Note: This section of the policy is under review and is subject to revision when
completed.

2.1.9 Students requiring transportation due to a medical condition may request
assistance in cases of severe financial hardship (former OBE) /in all cases (former
CBE). A physician's letter /medical certificate will be required outlining the
transportation request and duration of requirement. These requests are to be
submitted through the school Principal to the Transportation Office for approval.
The nature and duration of the transportation for medical reasons will not extend
beyond the specified end date or the school year.
Note: This section of the policy is under review and is subject to revision when
completed.
2.1.10 Under normal circumstances, elementary students QK -8) and secondary students
(9 -OAC) will not be required to ride a school vehicle for a period longer than one
hour unless the circumstances surrounding the provision of a student's
transportation arrangement justify an exception to the one -hour travel time limit
and the consent of Transportation staff is obtained. Significant deviations from
the one -hour travel time shall be reviewed annually by Transportation staff and
reported to the Board for information.
2.1.11 The responsibility of the Board for the safety of students using school vehicle
transportation is from the point of departure to the schools, while at school and
to the point of disembarkation on the home return route. It is the responsibility
of parents /guardians to ensure the safety of students to and from the school
vehicle departure/ disembarkation points and home, and that adequate access/
supervision is available to the student at home or at such other destination as has
been specified by the parent /guardian.
2.1.12 Transfers of students from one school vehicle to another while en route either to
or from school, are permitted provided adequate measures are in place to ensure
the safety and controlled supervision of students.
2.1.13 For students using public transit, the Board's responsibility under normal
circumstances is the school site boundary.
2.1.14 To ensure the safety of Junior Kindergarten and Kindergarten students
transported by the Board, school bus drivers shall not drop off these students
during the noon -hour period (former OBE)/at any time (former CBE) unless a
responsible adult is present at the stop to accompany the student home. Parents
shall be notified of this requirement.
Note: This section of the policy is under review and is subject to revision when completed.
22 Use Of Public Transit
22.1 Public transit may be used in accordance with the entitlement provisions of this
policy for OCDSB students in Grades 5 through OAC where OC Transpo service
is available and cost - effective. Grade 5 students will not be required to use
public transit if any transfers are required. Grade 6 students will not be required
to use public transit if more than one transfer is necessary.
222 Secondary students (former CBE) eligible for transportation by OC Transpo in
(41W accordance with the entitlement provisions of 2.1.2 above will receive five -month
bus passes or tickets for the winter months (November to March inclusive).
2.2.3 For financially disadvantaged secondary students eligible for transportation by
OC Transpo, bus passes or tickets will be provided for 10 months (September
through June inclusive) for students who meet the eligibility criteria to qualify as
financially disadvantaged.
2.3.1 For students that are not eligible for transportation in accordance with the
entitlement provisions of 2.1.1 and 2.1.2, empty seats (unallocated seats), will be
made available for assignment through an application process. Empty seats may
be withdrawn at any time, if they are required for students that are eligible for
transportation.
2.32 For students residing in the former CBE area, school Principals are authorized to
assign any empty seats to non - entitled students on buses serving their schools, in
accordance with the following conditions and criteria:
a) criteria for assignment, ranked in descending order;
- distance from school (furthest to closest)
- age (youngest first)
- grade level (first priority to Kindergarten students)
- siblings attending the same school
- child care needs
- compassionate grounds and special needs
- to attend regularly scheduled recreational /social interest activities
b) number of empty seats which may be assigned will be determined by the
Transportation Office and communicated each year to school Principals.
Empty seats will then be assigned on the basis of two students to a seat.
c) no special routing will be authorized and only regularly scheduled pick-
up and drop -off points may be used. No additional drop -off points will
be permitted.
d) empty seats to be assigned effective 1 November in any year.
e) schools which have empty seats identified on their school bus routes,
which can be assigned under the above provisions, will so notify all
parents in their area early in each new school year and issue application
forms.
D parents will be required to sign an acknowledgment form, that
transportation provided under these provisions is a privilege which may
be withdrawn if additional students who are entitled to transportation
under the policy are required to be accommodated, or if route changes
reduce the number of available seats.
g) if a bus serves two or more schools on the same run, school Principals of
the schools concerned will consult and mutually assign any empty seats.
h) the decision of the school Principals in the assignment of empty seats y I.
shall be final.
2.3.3 For former OBE students, upon request from parents or guardians through the
school principal, as early as possible but no later than 1 October, empty seats
may be used by students not covered by the present transportation policy, with
preference given to the youngest pupils for whom applications are received
living furthest away from the school, subject to the following conditions:
a) that room is available both to and from school on existing equipment,
while maintaining a vacancy rate of 6 (six) spaces per 72 (seventy -two)
passenger bus;
b) that time schedules of the buses can be maintained;
C) that parents or guardians of children so accommodated are aware and
accept the fact that their children must give up their places on the bus to
others who qualify for transportation under Board policy if no space
remains on the bus.
Note: This section of the policy is under review and is subject to revision when
completed.
A student attending a school as the result of an approved student transfer is entitled to
use existing transportation routes if qualified by distance criteria and if space is available.
OC Transpo passes will not normally be provided for student transfers unless the
transfer has been approved for program reasons and the program is not available in the
student's home school.

Non - resident students including Visa students (fee - paying foreign students administered
by OCENET); native students; and students from out of province attending OCDSB
schools will be provided transportation in accordance with the entitlement provisions of
this policy.
Transportation to schools in other local school boards will continue to be provided for
students of the former CBE to Arnprior H.S. (for the specified optional attendance area)
and Almonte H.S. (for the specified optional attendance area). Transportation for
students of other local school boards attending OCDSB schools will only be provided as
specified by the Board.
The Board agrees to provide transportation for students who have been directed to
attend Ontario Provincial Schools, for example, the W. Ross MacDonald School (Ontario
School for the Blind) and the Sir James Whitney School (Ontario School for the Deaf), and
in accordance with a schedule to be agreed upon in consultation with the school's staff.

The Board agrees to provide special needs transportation for physically /emotionally and
mentally handicapped students who are unable to use regular transportation and for
whom the Board has medical certification that regular transportation is not adequate.
2.9 T ate Buses
During the school year, late bus service for extra - curricular activities may be provided for
intermediate and secondary bused students attending OCDSB schools, as determined by
the school principal and funded through school budgets or non - budget funds.
2.10 Simmer School
The Board provides transportation for special needs students enrolled in summer school
programs approved by the Board.

The Board approves the provision of transportation for students enrolled in or entitled to
be enrolled in schools in its jurisdiction to recognized clinics /programs as approved by
the Special Services Department, for the purpose of receiving therapy treatment not
provided by the Board.

The Board approves the provision of transportation for students enrolled in schools in its
jurisdiction who are required to attend other Board schools during the school days for a
course of study requiring special facilities and equipment not available in the home
school.
Students participating in Board - approved "Work Education Programs" and travelling to
and from work placements within all areas of the Board's jurisdiction except the City of
Ottawa, City of Vanier and Village of Rockcliffe Park, will be entitled to use existing
transportation routes, OC Transpo passes /tickets. The provision of OC Transpo passes is
subject to the provisions of 2.1.2 and 22 above.
The Board agrees to provide transportation on regular routes for students attending
schools for after- school programs operated by agencies or organizations other than the
OCDSB, provided there is no additional cost to the Board.
The Board will actively co- operate with all school boards and private schools in an effort
to reduce the total transportation costs and requirements of the Ottawa - Carleton District
School Board and will determine an equitable method for the division of transportation
costs among them for shared transportation services.

The Board agrees in principle with the transportation of elementary and secondary
students on the same bus or buses, if necessary.

The scheduled commencement and dismissal times for all elementary and secondary
schools operated by the Board shall be reviewed and co-ordinated, where possible, with
a view to enhancing transportation routing efficiencies and reducing total transportation
services and expenditures required by the Board.
2.18.1 Student SafeW
All suppliers of transportation services to the Board must meet, in all respects,
the requirements of all federal and provincial legislation, regulations and
standards governing school bus transportation. Suppliers of transportation will
be required to comply with relevant Ministry of Education and Training
requirements and Board policies and procedures governing student safety and
transportation.
2.18.2 Contracting With Private Suppliers
The Board will provide bus services by contracting with private suppliers of
transportation services.

The following will apply with respect to awarding contracts for transportation
routes:
a) where school bus route requirements remain basically unchanged,
contracts will be negotiated with the present carriers;
b) where there are fewer routes required, the Board will determine an
equitable method for apportioning the route reductions among the
carriers.
C) where new routes are required, the Board will determine an equitable
method for route assignment among the carriers.
d) where new contracts cannot be successfully negotiated, a request for
proposal or public tender will be called.
2.18.4 Transfer of Contracts
Where a carrier sells a bus, buses or company or part thereof and the
transportation contracts covering the routes are to be transferred to a new carrier,
the Board will be informed in advance of the request to transfer. The transfer of
transportation contracts will be subject to the approval of the Board.

As a part of continuing efforts to ensure the highest school transportation safety
standards, the OCDSB will actively support and participate in any region -wide school
vehicle safety committee with a view to improving the uniformity of school bus safety
procedures, and of assisting school bus drivers to improve their management of students.
220 The Director of Education is authorized to issue such procedures as may be necessary to
implement this policy.

1.0 OBJECTIVE
To provide the regulations and procedures governing the transportation of students.
2.0 DEFINITIONS
2.1 In this procedure, school vehicle or school bus refers to any vehicle authorized to
transport students; for example, a car, station wagon, van or school bus.
22 The terms pick -up and drop -off point are used interchangeably with bus stop.
2.3 The designated school is the school that a student has been directed to attend.
3.0 RESPONSIBILITY
Superintendent with responsibility for Student Transportation.
4.0 PROCEDURES
4.1 Entitlement Guidelines
4.1.1 Students in Grades Junior Kindergarten to 6 who are resident in the Board's
jurisdiction are entitled to transportation at Board expense when they reside the
following distances from their designated school:
a) 1.0 kilometres or more for Junior Kindergarten and Kindergarten
students;
b) 1.6 kilometres or more for students in Grades 1 through 3;
c) 2.4 kilometres or more for students in Grades 4 through 6.
4.12 Students in Grades 7 to OAC who are resident in the Board's jurisdiction are
entitled to transportation at Board expense when they reside within all areas of
the Board's jurisdiction except the City of Ottawa, City of Vanier and Village of
Rockcliffe, are attending Board - designated schools, and live the following
distances from their schools:
a) 3.0 kilometres or more for students in Grades 7 -8 inclusive;
b) 4.0 kilometres or more for students in Grades 9 to OAC.

4.1.3 The Board will provide transportation at public expense for students who are
attending a Board- designated schools /the school to which a student has been
directed to attend and who are:
a) physically challenged

42.1 For students that are not eligible for transportation in accordance with the
entitlement provisions of 2.1.1 and 2.1.2, empty seats (unallocated seats), will be

be withdrawn at any time, if they are required for students that are eligible for
transportation.
4.2.2 For students residing in the former CBE area, school Principals are authorized to

while maintaining a vacancy rate of 6 (six) spaces per 72 (seventy -two)
passenger bus;
b) that time schedules of the buses can be maintained;
c) that parents or guardians of children so accommodated are aware and
(W accept the fact that their children must give up their places on the bus to
others who qualify for transportation under Board policy if no space
remains on the bus.
Note: This section of the policy is under review and is subject to revision when
completed.
4.3 Routes
4.3.1 The Transportation Office is responsible for the establishment of bus routes, and
subsequent changes to routes, in consultation with carriers and school principals
as required. Where possible, bus routes will be planned to reduce the number of
students having to cross in front of a school vehicle. Transportation staff will
provide route descriptions /bus schedules to the principals and carriers.
4.32 Changes to school bus routes must be authorized by the Transportation Office.

4.4.1 In urban areas, pick -up / drop -off points will be established by Transportation
staff.
4.42 In rural areas, pick -up /drop -off points will be established by Transportation staff
in consultation with the school bus carrier, at a safe location.

4.4.3 Under normal circumstances transportation service will not be provided
door -to -door. For special needs students, consideration will be given to a pick-
up /drop -off location as close to, and as convenient as possible, to the student's
residence or caregiver location.
4.4.4 Transportation is authorized from the designated pick -up point to school and
return. Pick -up and /or drop -off points for elementary students must be
consistent, five days a week. These points may be located up to 1 km
(1000 metres) walking distance from the student's home or caregiver location.
The Board may authorize alternative transportation arrangements that require
students to reach centralized pick -up /drop -off points that are in excess of the 1.0
Ian. (1000 metres), for example, transportation arrangements to Canterbury H.S.
for the former CBE.
4.4.5 An alternate bus drop -off point may be arranged to accommodate a caregiver for
an elementary student (former CBE), on a fixed day or days of the week, on any
route serving the student's designated school, provided such alternate
arrangements are consistent from week- to-week and are confirmed in writing by
the parent.
Note: This section of the policy is under review and is subject to revision'when
completed.
4.4.6 Parental requests for permanent changes in a student's pick -up and /or drop -off
point which require an adjustment to the existing school bus route must be
provided to the school principal in writing, and forwarded to the Transportation
Office in advance of the effective date of the requested change.
4.4.7 Emergency or other unforeseen situations concerning a change in drop -off point
will be dealt with at the discretion of the principal. Occasional or emergency
requests for a change in a student's drop -off point must be submitted by the
parent /guardian in writing to the principal in advance and provided to the
carrier/ driver. In considering the request, the principal will take into account
space availability on the school vehicle. It will be the responsibility of the
principal to notify the school bus driver of these changes.
4.4.8 To ensure the safety of Junior Kindergarten and Kindergarten students
transported by the OCDSB, school bus drivers will not drop off these students
during the noon -hour period (former OBE)/at any time (former CBE) unless a
responsible adult is present at the stop to accompany the student home. If a
responsible adult is not present at the stop, the school bus driver will return the
student to the school and the parent /guardian will be notified.
Note: As soon as available, a harmonized policy with respect to the afternoon drop -off
requirements will be submitted for Board approval and inserted here.

Students requiring transportation due to a medical condition may request assistance in
cases of severe financial hardship (former OBE) /in all cases (former CBE). A physician's
letter /medical certificate will be required outlining the transportation request and
duration of requirement. These requests are to be submitted through the school Principal
to the Transportation Office for approval. The nature and duration of the transportation
for medical reasons will not extend beyond the specified end date or the school year.
Note: This section of the policy is under review and is subject to revision when completed.
4.6 Travel Time
Under normal circumstances, elementary students QK -8) and secondary students
(9 -OAC) will not be required to ride a school vehicle for a period longer than one hour
unless the circumstances surrounding the provision of a student's transportation
arrangement justify an exception to the one -hour travel time limit and the consent of
Transportation staff is obtained. Significant deviations from the one -hour travel time
shall be reviewed annually by Transportation staff and reported to the Board for
information.
4.7 School Bus Route Schedules
Schedules showing pick -up points for each route will be prepared and submitted to the
principals of the schools which the students attend. When the pick -up times have been
established, drivers of school vehicles will not be required to wait for students at pick -up
points beyond the regularly scheduled pick -up time. However, if the driver leaves the
pick -up point before the regularly scheduled time, the carrier will be held responsible
and may be required to assume the cost of any replacement transportation that may be
necessary for students who have missed their bus.
4.8 Conduct At Bus Stops And On School Vehicles
Students must conduct themselves in a safe and appropriate manner at bus stops and on
school vehicles. Where a student misbehaves while on a school bus or while waiting for
the bus, Board Policy P.040.SCO and Procedure PR.530.SCO: Withdrawal of
Transportation Privileges will apply.
4.9 Safe Behaviour On And Around School Buses
For their own protection, students must observe safety rules of conduct when on or
around school vehicles. The following list is not intended to be a complete and final list
of recommendations and rules. Further rules may be established as required.
4.9.1 At the Bus Stogy
It is recommended that parents encourage students to:
a) recognize that a danger zone exists in the immediate vicinity of school
vehicles;
b) organize and adequately secure belongings before leaving home;
C) arrive at their designated pick -up point on time;
d) wait in an orderly fashion well back from the road;

e) wait until the school vehicle driver directs them to cross the road or
board the vehicle;
f) if it is not necessary to cross the street to board the bus, the students shall
line up in single file and when the bus is stopped, board it in an orderly
fashion using the handrail;
g) if it is necessary to cross the street, the student is to look in both
directions to make sure that it is safe to cross and wait for the driver's
signal. The student is to stay at least 8 to 10 paces in front of the bus
when crossing and continue to check for oncoming traffic.
4.92 On School Vehicles:
a) students must walk directly to their seats and sit down;
b) students must remain seated until ready to leave the school vehicle;
c) students must refrain from smoking, eating and drinking on the school
vehicle;
d) books and parcels must be kept on the student's lap; the aisles must be
kept clear at all times;
e) student behaviour must not distract or disturb the driver, and students
listening to portable radios must use headsets;
f) windows may be opened only with the permission of the driver and
hands, feet, arms and head must be kept inside the school vehicle;
g) objects must not be thrown inside the school vehicle or out the windows;
h) students promptly obey the driver's directions (or in cases of emergency,
the direction of the school safety patrol, if one is present on the school
vehicle);
i) emergency exits, or any other school vehicle equipment, must not be
touched except in the case of genuine emergency;
j) students may be required sit in a specific seat as directed by the driver;
k) students are to follow the driver's instructions at all times.
4.9.3 1 gavi gthe School Vehicle
Students must:
a) have their belongings organized and adequately secured before arriving
at their stop;
b) remain seated until the bus comes to a full stop;
c) walk to the front of the bus in single file and use the handrail while
exiting, leaving the bus in an orderly fashion;
d) get off the bus only at their designated stop unless permission is
otherwise granted by the principal;
e) move away from the bus recognizing the danger zone in the immediate
vicinity of the bus;

f) once exiting the bus, if a student's laneway is directly beside the door of
the bus, continue up the laneway; or, if it is necessary to cross the street,
walk forward along the sidewalk (or side of road if no sidewalk) for 8 to
10 paces, then when the bus driver indicates that it is safe, proceed across
the street while continuing to look both ways for oncoming traffic; or if
it is necessary to walk toward the rear of the bus to get to your laneway,
remain on the sidewalk (or side of road if no sidewalk, or in a laneway)
in line with the door and at a safe distance from the bus (3 paces away)
until the bus has pulled away, then continue along the sidewalk (or side
of road if no sidewalk) to your driveway.
g)
wait for the driver to signal and then cross the road after looking both
ways.
4.9.4 Transporting,
Egiiipment On School Vehicles
a)
In the interests of safety, only certain equipment is allowed on school
vehicles:

musical CQuipM nt must be transported in cases only, and should be
kept on the student's lap whenever possible.
c)
iceskate must be kept on the floor at the students' feet and carried in a
sports bag or tied together with the blades covered.
d)
sports eQuipment should be transported where possible on school
vehicles which are equipped with storage space. On vehicles without
storage space, students must carry equipment in a sports bag or tied
securely. The equipment must be placed under the seats where possible,
and away from the emergency exit and aisles of the school vehicle.
e)
Dangerous or disturbing items such as: alcoholic beverages, animals,
birds, explosives, firearms and water pistols, are not allowed on the
school vehicles. In cases of dispute, the final decision rests with the
driver.
f)
The school vehicle is considered to be an extension of school property
and therefore the Board's policies and procedures apply, including:
i) Board Policy P.020.SCO: Student Suspension

4.10.1 In cases where students do not meet appropriate behavioural expectations and
the safety rules of conduct, the following corrective action will be taken:
a) the driver will first seek the co- operation of the student;
bs
b) if the student will not co- operate, the driver (or his /her supervisor) will
report the student to the principal (or designate) detailing the incident(s)
and attempts made to secure student co- operation. A Form OCDSB 400:
Bus Behaviour Referral will be used by the driver for this purpose;
4.102 the principal will keep a record of all such reports and will take whatever
corrective action appears warranted. With the knowledge of the appropriate
Superintendent of School Services, this could include suspension of the student's
transportation privileges in accordance with Board Policy P.040.SCO:
Withdrawal of Transportation Privileges
4.10.3 Any unusual circumstances of conduct should be referred to Transportation staff
for resolution.
4.10.4 Appeals against the temporary suspension of transportation privileges may be
made to the Superintendent of School Services.
4.10.5 No students will be discharged en route to or from school as a form of corrective
action for infraction of the safety rules.
4.11 Student Bus Safety Patrols
Where student bus safety patrols have been established by school principals, they will
operate under the direction of the principal and in co- operation with the school bus
drivers. Board Policy P.000.XXX: Student Safety Patrols and Crossing Guards applies.
4.12 Sugervision By Teaching .Staff
Supervision of school bus loading /unloading will be provided by the school teaching
staff. In order to ensure the safe and orderly loading /unloading of school buses on
school property, teachers should ensure that students have their belongings organized
and adequately secured before loading.
The Board policy and procedures for administering prescribed medication to students
during school hours and to minimize the risk of potentially fatal reactions due to severe
and life- threatening allergies will apply to students while being transported by the
Board.

Problems with a driver's conduct that cannot be resolved by the principal through
discussion with the driver or the school bus operator, should be referred to
Transportation staff.
4.15 Buses Not On Schedule
If for any reason a school vehicle will be more than twenty minutes late on route to
school, the carrier will ensure that Transportation staff and the principals of the schools
concerned are notified as soon as possible. Transportation staff will contact the
appropriate radio stations, providing the necessary details for a public announcement. If
for any reason a school vehicle will be late in arriving at school for the noon or afternoon
dismissal, the carrier will ensure that the principals of the schools concerned are notified.

4.16.1 Should a school vehicle become inoperative en route, it will be the responsibility
of the carrier to ensure that the principals of the schools concerned and
Transportation staff are notified as soon as possible.
4.162 It will be the responsibility of the carrier to provide alternate transportation with
a minimum of delay.
4.17.1 It is the responsibility of the carrier to notify the principal of the school as soon as
possible of any accident resulting in injury to a student:
a) while crossing a road to or from a school bus;
b) while entering or leaving a school bus; or
C) while traveling on the bus.
4.172 The principal will file an accident report using Form OCDSB 658: Ontario School
Boards' Insurance Exchange (OSBIE) Student Incident Report.
4.17.3 The carrier is responsible for notifying Transportation staff, as soon as possible,
of any accident in which a vehicle being used as a school bus has been involved.
Notification must be followed up in writing to the Transportation Office within
24 hours of such an occurrence.
4.18 Late Buses
Late buses may be provided, as determined by the school principal and funded through
school budgets or non - budget funds, for bused intermediate and secondary students (in
accordance with Policy P.068.PLG) who remain at school beyond the regular dismissal
times for extra - curricular activities.
4.19 Duty Of School Bus Carrier
It will be the duty of the carrier to ensure that the driver of the vehicle is advised of all
pertinent Board policies and procedures governing student transportation.
420 Public Transit
420.1 Public transit may be used for students in Grades 5-OAC where OC Transpo
service is available and cost- effective.
4202 Secondary students eligible for transportation by OC Transpo in accordance with
the entitlement provisions of 4.12 above will receive five -month bus passes or
tickets for the winter months (November to March inclusive).
420.3 For financially disadvantaged secondary students eligible for transportation by
OC Transpo, bus passes or tickets will be provided for 10 months (September
through June inclusive) for students who meet the eligibility criteria to qualify as
financially disadvantaged.

420.4 OC Transpo student passes /tickets will be supplied to the schools from the
Transportation office.
Note: The procedure for issuance of passes /tickets to schools is currently under review
and is subject to revision when completed.
4.21 Ongoing Review Of Safety Standards
As part of continuous efforts to ensure the highest school transportation safety standards:
a) Transportation staff will ensure there is an ongoing review of all school vehicle
routes to minimize the need for children to cross in front of their school vehicle;
b) principals and school bus drivers must enforce safe student practices in the
vicinity of school buses;
c) schools must review and emphasize school vehicle safety procedures at least
once each term; and
d) schools and school vehicle carriers must conduct school vehicle evacuation drills.

of these children. Special consideration may also be given to a reduction in the entitled distance

g. The responsibility of the Board for the safety of students using school bus transportation is from
the point of departure to the schools, while at school and to the point of disembarkation on the
home return route. It is the responsibility of parents /guardians to ensure the safety of students
to and from the school bus departure /disembarkation points and home, and that adequate
access/ supervision is available to the student at their home or such other destination as has been
specified by the parent /guardian.
h. For students using public transit, the Board's responsibility under normal circumstances is the
school site boundary.
L To ensure the safety of Kindergarten students transported by the CBE, school bus drivers will not
drop off these students unless a responsible adult is present at the stop to accompany the student
home. Parents are notified of this requirement.
2. Fnpty Seat Policy
a. School principals are authorized to assign any empty seats on buses serving their schools, to non -
entitled students, in accordance with the following criteria ranked in descending order:
Distance from school (furthest to closest)
Age (youngest first)
Grade level (first priority to Kindergarten students etc.)
Siblings attending the same school
Child care needs
Compassionate grounds and special needs
To attend regularly scheduled recreational /social /interest activities.
b. The number of empty seats which may be assigned will be determined by the Transportation
Office and communicated each year to principals. Empty seats will then be assigned on the basis
of two students to a seat.
C. No special routing will be authorized, and only regularly scheduled pick -up and drop off points
may be used. No additional drop -off points will be permitted.
d. Empty seats may be assigned effective 1 November in any year.
e. Schools which have empty seats which can be assigned under these provisions will so notify all
parents in their area early in each new school year and issue application forms.

f. Parents will be required to sign an acknowledgement form that transportation provided under
these provisions is a privilege which may be withdrawn if additional students who are entitled to
transportation under policy are required to be accommodated, or if route changes reduce the
number of available seats.
g. If a bus serves two or more schools on the same run, principals of the schools concerned will
consult and mutually assign any empty seats.
h. The decision of the principals in the assigning of empty seats shall be final.

A student attending a school as the result of a variance is entitled to use existing transportation routes if
qualified by distance criteria and if space is available. OC Transpo passes will not normally be provided
for variances unless the variance is for program reasons and the program is not available in the student's

physical disability.
4. Non - resident /fee -paying students
Non - resident, fee - paying students attending Carleton Board of Education schools may be able to use
existing transportation routes, if space is available.
5. Transportation to Schools Operated by Other Boards of Education
Transportation to schools in other local boards of education will only be provided as specified by the
Board.
The Board agrees to provide transportation for Carleton Board of Education students who have been
directed to attend Ontario Provincial Schools; for example, the W. Ross MacDonald School (Ontario
School for the Blind) and the Sir James Whitney School (Ontario School for the Deaf).

The Board approves the provision of transportation at public expense for students enrolled in or entitled
to be enrolled in schools in its jurisdiction to recognized clinics/ programs as approved by the Special
Services Division, for the purpose of receiving therapy treatment not provided by the Board.

The Board will actively co- operate with all other boards of education and private schools in an effort to
reduce the total transportation costs and requirements of the Carleton Board of Education and will
determine an equitable method for the division of transportation costs among them for shared
transportation services.
The Board agrees in principle with the transportation of elementary and secondary students on the same
bus or buses, if necessary.
16. Co- ordination of School OnPnings and Closings
The scheduled commencement and dismissal times for all elementary and secondary schools operated by
the Board will be reviewed and co-ordinated, where possible, with a view to reducing total transportation
services required by the Board.
CARRIERS /S1 OF TRANSPORTATION
17. Stn dent ent�ety
a. All suppliers of transportation services to the Board must meet, in all respects, the requirements
of the Highway Traffic Act, the Public Vehicles Act and all accompanying regulations. Suppliers of
transportation will be required to comply with relevant Ministry of Education and Training
requirements and Board Policies and Procedures governing student safety.
b. The number of students carried on a school bus will not exceed the manufacturer's capacity
rating of that bus for school bus purposes.
The Board will provide bus services by contracting with private suppliers of transportation services.
The following will apply with respect to awarding contracts for transportation routes:
a. where routes remain basically unchanged, contracts will be negotiated with the present carrier;

Where a carrier sells a bus, buses or company or part thereof and the transportation contracts covering

21. Public transit may be used for Carleton Board of Education students in Grades 6 through OAC where
OC Transpo service is available and cost - effective.
22. Secondary students eligible for transportation by OC Transpo will receive five -month bus passes /tickets

23. Staff are authorized to grant exemptions to extend the five -month bus pass in cases where financial
hardship would make it impossible for the student to attend school or access a particular program.

improving the uniformity of school bus safety procedures, and of assisting school bus drivers to improve
their management of students.

To provide the regulations and procedures governing the transportation of students.

2. a. In this procedure, "school vehicle" or "school bus" refers to any vehicle authorized to transport
students; for example, a car, station wagon, van or school bus.
b. The terms pick -up and drop -off point are used interchangeably with "bus stop".
C. The "designated school" is the school that a student has been directed to attend.

3. Resident students of the Board are entitled to transportation at Board expense when they reside the
following distances from their designated school:
a. 0.8 kilometres or more for Kindergarten students.
b. 1.6 kilometres or more for students in Grades 1 through 3.
C. 2.4 kilometres or more for students in Grades 4 through 6.
d. 3.0 kilometres or more for students in Grades 7 and 8.
e. 4.0 kilometres or more for students in Grades 9 to OAC.
Distances are measured by the shortest roadway or by approved municipal pathways /walkways
maintained to acceptable standards of safety all year long.
EMPTY SEAT POLICY
4. a. School principals are authorized to assign any empty seats on buses serving their schools, to
non - entitled students, in accordance with the following criteria ranked in descending order:
Distance from school (furthest to closest)
Age (youngest first)
Grade level (first priority to Kindergarten students etc.)
Siblings attending the same school
Child care needs
Compassionate grounds and special needs
To attend regularly scheduled recreational /social /interest activities.

b. The number of empty seats which may be assigned will be determined by the Transportation
Office and communicated each year to the principals. The number of empty seats will be
calculated by deducting the number of students assigned to a bus (in accordance with current
loading procedures) from the contracted bus capacity. Empty seats will be assigned on a two-to-
a -seat basis.
C. No special routing will be authorized, and only regularly scheduled pick -up and drop -off points
may be used. No additional drop -off points will be permitted.
d. Empty seats may be assigned effective 1 November in any year.
e. Schools which have empty seats which can be assigned under these provisions will so notify all
parents in their area early in each new school year and issue application forms.
f. Parents will be required to sign an acknowledgement form that transportation provided under
these provisions is a privilege which may be withdrawn if additional students who are entitled to
transportation under policy are required to be accommodated, or if route changes reduce the
number of available seats.
g. If a bus serves two or more schools on the same run, principals of the schools concerned will
consult and mutually assign any empty seats.
h. The decision of the principals in the assigning of empty seats shall be final.
5. Transportation staff are responsible for the establishment of bus routes, and subsequent changes to
routes, in consultation with principals and carriers. Where possible, bus routes will be planned to reduce
the number of students having to cross in front of a school vehicle. Transportation staff will provide
route descriptions to the principals.
6. Changes to the bus route must be authorized by Transportation staff in consultation with the principal
and the carrier.
7. In urban areas, pick -up /drop -off points will be established by Transportation staff.
8. In rural areas, pick -up /drop -off points will be established by Transportation staff in consultation with the
school bus carrier, at a safe point as close to and as convenient as possible to the student's residence.
9. Under normal circumstances transportation service will not be provided door to door.

10. Transportation is authorized from the designated pick -up point to school and return. Pick -up and /or
drop -off points for elementary students must be consistent, five days a week. These points may be
located up to .5 km (500 metres) walking distance from the student's home.
11. An alternate pick -up or drop -off point may be arranged to accommodate a caregiver provided that:
a. the caregiver is located within the same attendance area of the student's designated school;
b. the student's pick -up and /or drop -off point is consistent, five days a week; and
C. the principal has been notified of the student's transportation to and /or from the alternate
location.
12. Requests for permanent changes in a student's pick -up and /or drop -off point, which require an
adjustment to the existing school bus route, must be provided to the principal in writing, in advance of
(W the effective date of the requested change.
13. Emergency or other unforeseen situations concerning a change in drop -off point will be dealt with at the
discretion of the principal. Occasional requests for changes in a student's drop -off point must be
submitted in writing to the principal in advance. In considering the request the principal will take into
account space availability on the school vehicle. It will be the responsibility of the principal to notify the
school bus driver of these changes.
14. To ensure the safety of Kindergarten students transported by the Carleton Board of Education, school bus
drivers will not drop off those students unless a responsible adult is present at the stop to accompany the
student home.
SPECIAL REQUESTS FOR TRANSPORTATION DUE TO A MEDICAL CONDITION
15. For students not entitled to home to school transportation under Policy EEA, special requests for
transportation due to a medical condition will be considered by the principal in consultation with
Transportation staff, upon submission of a written request from the parent /guardian. The parent's
request must be supported by a medical certificate.

16. Under normal circumstances, students will not be required to ride a school vehicle for a period longer
than one hour's duration unless:
a. it is a condition of contract, or
b. the consent of Transportation staff is obtained.
SCHEDULING
17. Schedules showing pick -up points for each route will be prepared and submitted to the principals of the
schools which the students attend. When the pick -up times have been established, drivers of school
vehicles will not be required to wait for students at pick -up points beyond the regularly scheduled
pick -up time. However, if the driver leaves the pick -up point before the regularly scheduled time, the
carrier will be held responsible and may be required to assume the cost of any special transportation that
may be necessary for students who have missed their bus.
CONDUCT tCT AT BUS STOPS AND ON SCHOOL. VEHICLES
18. Students must conduct themselves in a safe and appropriate manner at bus stops and on school vehicles.
19. For their own protection, students must observe safety rules of conduct when on or around school
vehicles. The following list is not intended to be a complete and final list of recommendations and rules.
Further rules may be established as required.
It is recommended that parents encourage students to:
i. recognize that a danger zone exists in the immediate vicinity of school vehicles;
ii. organize and adequately secure belongings before leaving home;
iii. arrive at their designated pick -up point on time;
iv. wait in an orderly fashion well back from the road;
V. wait until the school vehicle driver directs them to cross the road or board the vehicle;
vi. board the bus in single file using the handrail.

b. On School Vehicles
i. students must walk directly to their seats and sit down;
ii. students must remain seated until ready to leave the school vehicle;
iii. students must refrain from smoking, eating and drinking on the school vehicle;
iv. books and parcels must be kept on the student's lap; the aisles must be kept clear at all
times;
V. student behaviour must not distract or disturb the driver, and students listening to
portable radios must use headsets;
vi. windows may be opened only with the permission of the driver and hands, feet, arms
and head must be kept inside the school vehicle;
vii. objects must not be thrown inside the school vehicle or out the windows;
viii. students promptly obey the driver's directions (or in cases of emergency, the direction of
the school safety patrol, if one is present on the school vehicle);
ix. emergency exits, or any other school vehicle equipment, must not be touched except in
the case of genuine emergency, and
X. students must sit in a specific seat as directed by the driver.
C. Leaving the School Vehicle
Students must:
i. have their belongings organized and adequately secured before arriving at their stop;
ii. remain seated until the bus comes to a full stop;
iii. walk to the front of the bus and use the handrail while exiting;
iv. get off the bus only at their designated stop unless permission is otherwise granted by
the principal;
V. move away from the bus recognizing the danger zone in the immediate vicinity of the
bus;
vi. for students who must cross the road after leaving the bus, walk forward until full eye
contact can be established with the driver; and
vii. wait for the driver to signal and then cross the road after looking both ways.

i. In the interests of safety, only certain equipment is allowed on school vehicles:
Musical Equipment must be transported in cases only, and should be kept on the
student's lap whenever possible.
Ice Skates must be kept on the floor at the students' feet and carried in a sports bag or
tied together with the blades covered.
Sports Fquip=n t should be transported where possible on school vehicles which are
equipped with storage space. On vehicles without storage space, students must carry
equipment in a sports bag or tied securely. The equipment must be placed under the
seats where possible, and away from the emergency exit and aisles of the school vehicle.
ii. Dangerous or disturbing items such as: alcoholic beverages, animals, birds, explosives,
firearms and water pistols, are not allowed on the school vehicles. In cases of dispute,
the final decision rests with the driver.
e. The school vehicle is considered to be an extension of school property and therefore the following
Policies /Procedures apply:
i. Policy JGD, Suspension and Expulsion
ii. Policy JFCH, Alcohol and Drug Use by Students.
iii. Procedure JGDA -P, Suspension of Students from School Buses.
20. In cases where students do not meet appropriate behavioural expectations and the safety rules of
conduct, the following corrective action will be taken:
a. The driver will first seek the co- operation of the student.
b. If the student will not co- operate, the driver (or his /her supervisor) will report the student to the
principal (or designate) detailing the incident(s) and attempts made to secure student
co- operation. A "Student Misbehaviour Transportation Report", will be used by the driver for
this purpose.

C. The principal will keep a record of all such reports and will take whatever corrective action
appears warranted. With the knowledge of the appropriate Superintendent of Schools, this could
include suspension of the student's transportation privileges. The following guidelines may be
used:
1st Infraction - reprimand student
2nd Infraction - talk to students and parents /guardians confirming actions by letter to
parents /guardians with copy to driver
3rd Infraction - transportation privileges withdrawn for specific period with notification in
writing to parents/ guardians, carrier, bus driver, Superintendent of Schools and Board
Transportation staff.
d. Any unusual circumstances of conduct should be referred to Transportation staff for resolution.
21. Appeals against the suspension of transportation privileges may be made through the Superintendent of
Schools and the Director of Education to the Board of Education.
22. No students will be discharged en route to or from school as a form of corrective action for infraction of
the safety rules.
STUDENT BUS SAFETY PATROLS
23. Where student bus safety patrols have been established by school principals, they will operate under the
direction of the principal and in co- operation with the school bus drivers. Policy JHFB, "Student Safety
Patrols and Crossing Guards" applies.
24. Supervision of school bus loading will be provided by the school teaching staff. In order to ensure the
safe and orderly loading of school buses on school property, teachers should ensure that students have
their belongings organized and adequately secured before loading.

25. Problems with a driver's conduct that cannot be resolved by the principal through discussion with the
driver or the school bus operator, should be referred to Transportation staff.

26. If for any reason a school vehicle will be more than twenty minutes late on route to school, the carrier will
ensure that Transportation staff and the principals of the schools concerned are notified as soon as
possible. Transportation staff will contact the appropriate radio stations, providing the necessary details
for a public announcement. If for any reason a school vehicle will be late in arriving at school for the
noon or afternoon dismissal, the carrier will ensure that the principals of the schools concerned are
notified.

27. Should a school vehicle become inoperative en route, it will be the responsibility of the carrier to ensure
that the principals of the schools concerned and Transportation staff are notified as soon as possible.
28. It will be the responsibility of the carrier to provide alternate transportation with a minimum of delay.
ACCIDENTS INVOLVING STUDENTS
29. It is the responsibility of the carrier to notify the principal of the school of any accident resulting in injury
to a student:
a. while crossing a road to or from a school bus;
b. while entering or leaving a school bus; or
C. while travelling on the bus.
30. The principal will file an accident report using the standard incident report form (Ontario School Boards'
Insurance Exchange Incident Report Form).
31. The carrier is responsible for notifying Transportation staff, as soon as possible, of any accident in which
a vehicle being used as a school bus has been involved. Notification must be followed up in writing
within 24 hours of such an occurrence.
32. Late buses may be provided, as determined by the school principal, for bused intermediate and
secondary students (in accordance with Policy EEA) who remain at school beyond the regular dismissal
times for extra - curricular activities.

33. It will be the duty of the carrier to ensure that the driver of the vehicle is advised of all pertinent sections
of these procedures governing student transportation.

34. Public transit may be used for CBE students in Grades 6-OAC where OC Transpo service is available and
cost - effective.
35. Secondary students eligible for transportation by OC Transpo under Policy EEA, will receive five -month
bus passes for the winter months (November to March inclusive) .
36. Staff are authorized to grant exemptions to extend the five -month bus pass in cases where financial
hardship would make it impossible for a student to attend school or access a particular program.
37. OC Transpo student passes will be supplied to the schools from the Transportation office. Principals
(W must complete Form CB4O2, for the requisition and return of passes and tickets and Form CB204 to
confirm receipt of the passes /tickets. Principals must maintain a Bus Pass /Ticket Distribution record on
Form CB2O5.
38. OC Transpo passes /tickets will be issued to students in accordance with the instructions specified on
Form CB2O4.

1. Effective September 1, 1998, transportation will be provided:
a) To Junior and Senior Kindergarten students residing 1.0 km and over from the school in
their attendance area or, in the case of French Immersion pupils, their designated
Immersion school.
b) To pupils in Grades 1 to 3 residing 1.6 km or more from the designated school in their
attendance area.
c) To pupils in Grades 4 to 6 residing 2.4 km or more from the designated school in their
attendance area.
d) Students in Grades 7 and 8 do not qualify for transportation. However, assistance is
available in cases of severe financial hardship. Application for such assistance, on the
basis of the 3.0 km distance criteria, is to be made through the school Principal and
approved by the Educational Services Department. Such assistance may be through bus
passes or yellow bus service, whichever provides the most efficient transportation
service, as established by the Transportation Department. If assistance is provided by
public transit it will only be provided for a maximum of 8 months.
e) To students from a child care address, providing the address qualifies under the basic
O.B.E. policy as it applies to resident pupils in (a), (b), (c), and the address is consistent
throughout the school year - only one custodian address can be designated at a time.
f) To all physically challenged pupils.
g) To all resident pupils attending schools /classes for pupils with developmental
disabilities.
h) To all pupils for whom transportation is dictated by accommodation and /or special
considerations approved by the school Principal, in consultation with the appropriate
Superintendent of Schools, the Manager of Transportation, and, if applicable, the Educational
Services Department. Such transportation shall continue only as long as the specific reason for
the transportation exists. This clause applies only to pupils from Kindergarten to Grade 6.
i) Students requiring transportation for medical reasons may request assistance in cases of severe
financial hardship. A medical certificate will be required outlining the transportation
requirement and duration thereof. These requests are to be submitted through the school
Principal to the Educational Services Department for approval. The nature and duration of the
transportation provided will be as per the approval and is not valid beyond that date or the
school year.

Kindergarten and primary grade students will not be picked up or dropped off at busy
intersections where students have to cross four lanes of traffic or cross high traffic density
routes, as defined by the O.B.E. and the City of Ottawa.
k) Transportation will be provided for Grades 5 and 6, where possible, in the form of bus tickets or
passes for public transportation vehicles where this is consistent with providing satisfactory
transportation service and economy of operation, as determined by the Transportation Manager.
Grade 5 students will not be required to use public transportation if any transfers are necessary.
Grade 6 students will not be required to use public transportation if more than one transfer is
necessary.

THE FOLLOWING INSTRUCTIONS HAVE BEEN PREPARED IN THE INTEREST OF SAFETY,
COMFORT AND EFFICIENCY OF THE OTTAWA BOARD OF EDUCATION'S STUDENT
TRANSPORTATION SYSTEM.
A. TRANSPORTATION DEPARTMENT
RESPONSIBILITIES OF TRANSPORTATION DEPARTMENT
1. Establish bus routes with due regard for the safety of children, including the criteria for safe
stops.
2. Modify routes, as required, in response to input from school staff and school communities.
3. Provide to the parents/ guardians, through the school principal or designate, information
pertaining to any changes involving routes, stops or pick -up times.
4. Provide schools with up- to-date bus route information including route numbers, drivers' names,
and maps showing the location of bus stops (upon availability).
RESPONSIBILITIES OF SCHOOL STAFF
1. Provide information to the Transportation Department on students to be bused.
2. Carry out bus safety and bus evacuation drills at least twice per year, one of which should be in
September.
3. Provide school bus safety training to students on proper conduct while embarking, riding and
disembarking.
4. When improper conduct on the buses is reported by the driver, the principal or designate will
take the necessary action. Bus drivers are to be provided with information concerning action
taken and to receive a copy of the correspondence.
a) For the first offence, the principal or designate will interview the student concerning
the problem and advise the student and his /her parents, in writing, that a second
offence may mean the loss of the student's bus privileges.
b) In the case of subsequent offence(s), the principal or designate will notify the parents,
in writing, and if the situation warrants, will state that the student has lost his /her
(W bus privileges and that they will be restored only after a satisfactory meeting of
parents, principal and student.

5. Supervise loading and unloading of buses and provide adequate supervision where students are
required to wait for buses. Supervision from school should begin 15 minutes before bell time.
6. Inform parents of the bus driver's name and route number.
7. Ensure that all papers, books, etc., are secure in backpacks before the child leaves his /her
classroom, and discourage children from taking items out of the backpack before arriving home.
The principal will refer to the Transportation Department all busing requests that cannot be
met using existing routes, stops, and equipment.

Each pupil is responsible to the principal of the school that the pupil attends for his /her
conduct:
a ) on the school premises;
b) on out -of- school activities that are part of the school programme;
c) while travelling on a school bus that is owned by a Board or on a bus or school bus that
is under contract to a Board [Reg. 298 Sec. 23 4(c)].
Principals may add students to bus routes, or change a student's bus stop, provided no change in
bus routes, bus stops, or equipment is required. The Transportation Department is to be informed
without delay.
In order for buses to maintain their schedules and not affect regular school run schedules,
principals or teachers should ensure that classes are punctual to maintain their return schedule.
THE DRIVER'S PRIME RESPONSIBILITY IS FOR THE SAFETY OF ALL PASSENGERS IN
HIS /HER CARE.
1. The driver shall observe carefully the number of students getting on and off the bus and account
for the safety of all students before proceeding, especially when students must cross.
2. When a student misbehaves on a school bus, the driver, having warned him /her, will report
the incident to the school principal on the appropriate form.

Drivers shall not put a student off their bus. The bus radio may be used to get advice if a major
problem occurs on the route. Gross misconduct shall be reported to the principal at the
conclusion of the run.
4.
No children shall be discharged from their bus at school locations unless supervision is there to
greet the children.
5.
Drivers shall not change, add, or delete pick -up locations or deviate from the route set out
without prior consent of the Transportation Department.
6.
Drivers may discharge students only at their regular stops, unless the driver is in receipt of a
note signed by the principal granting permission to have students discharged at another
existing bus stop.
7.
Where applicable, ensure that each trainable retarded or developmentally handicapped
student is delivered into the care of a responsible adult. In the event that a responsible adult is
not available, the driver shall report to the Transportation Department.
8.
No driver is permitted to leave the vehicle while there are students on board, unless absolutely
necessary. If a driver must leave the bus, then the vehicle must be turned off and the keys taken
with the driver.
9. No driver is permitted to fuel the vehicle while passengers are on board.
10. When taking on or discharging passengers where a number of buses are congregating at the same
time, each driver shall stay with his /her own bus to ensure the safety of the passengers.
11. All drivers shall check their bus after each run to ensure that all passengers have disembarked
and shall check for any object left on the bus by students and for any damage caused to the bus.

A driver shall not refuse transportation to any student who is eligible. Any problems with
parents must be reported to the principal who will take whatever action is appropriate. The
driver will also file a report with the Supervising of Busing.
2. The driver shall inform the Transportation Department immediately of any accident which
occurs while pupils are being transported. Upon completion of the run, the driver shall
complete the Board's Accident Report and submit it to the Transportation Department
forthwith.

While a school bus is in operation, the driver is in charge of all passengers and is responsible
for their safety. Drivers are authorized to direct any student to sit in a specific seat.
EXPECTATIONS OF DRIVERS
1. The driver will communicate regularly with the principal of the school from which he /she
carries passengers and will carry out instructions issued by the principal, providing that these
instructions do not affect the schedule or routing of the bus. Any routing or scheduling changes
must be directed to the Transportation Department. If a request seems unreasonable, the driver
is to ask the Supervisor of Busing for guidance.
2. The driver is hired for the purpose of serving the schools, principal, teaching staff and pupils.
The employment of the driver will continue only as long as satisfactory service is rendered to
these people.
3. The driver must comply courteously with any request of an agency nature by a teacher or
parent. If a request seems unreasonable or contrary to those issued by the Supervisor of Busing,
the driver is to ask the Supervisor of Busing for guidance before responding.
4. The driver must inform the school of all suspected problems. Failing prompt resolution, inform
the Transportation Department and request assistance.
5. Assist the Transportation Department in maintaining accurate data on students transported on
their bus.
6. Run on schedule and stop at each pick -up point, regardless of whether or not the student is
there. When on schedule and no child is at the pick -up point, notify the Transportation
Department, by radio, before proceeding.
7. Smoking is prohibited at all times in any Ottawa Board of Education leased or owned vehicle.
1. All full -time drivers must inform their dispatch office of their whereabouts when they will be
away from their vehicle.
2. All Board - employed drivers are expected to be available between the hours of 7:30 a.m to
4.30 p.m. by two-way radios installed in their vehicles, except at times when they are on their
breaks or lunch hour, at which time the Transportation Department must be notified.

3. The driver's manner towards students must be courteous, but firm. The relationship should be
similar to that between teacher and pupil. The driver must not call students by nicknames,
tease them, or allow them to address the driver in a disrespectful way.
4. A student's place is in his /her seat —not near the driver.
5. Do not touch a student. For example —if a student requests that a window be opened, have the
student leave the seat or ask an older student to open the window. Do not lean over the student
or squeeze into the occupied seat to open the window.
6. Avoid placing yourself in a situation where an allegation of improper conduct with a child
could be made against you. Ask yourself "If someone were watching me, could they interpret my
actions as being inappropriate ?"
7. Do not make comments that may be perceived as suggestive comments. Comments to students can
be misconstrued.
8. Do not use obscene language.

13. Ottawa Board of Education drivers' uniforms are supplied, free of charge, by the Ottawa Board
of Education and are to be worn only from place of residence to work in the morning, and from
work to home in the evening, and while operating the bus.
14. The uniform is to be kept clean and pressed and shoes are to be shined. The uniform must be worn
in its entirety. If the weather should be sufficiently cold, a sweater may be worn underneath
the jacket.

2. Every morning the driver is required to do a circle check of the bus, as specified in the vehicle
log book-
3. Should trouble develop with a vehicle, or if the driver feels it is not operating properly or
safely, he /she must notify the office of the Supervisor of Busing immediately.
4. While waiting for passengers at a school, museum or elsewhere during the day, the driver is
expected to use that time to sweep floors and clean the windows, as required.
5. While waiting for passengers at any location, the driver is expected (with due consideration to
the temperature and conditions) to shut off the engine to eliminate, as much as possible, air
pollution by the emission from the engine, and also to conserve energy in the form or fuel,
wherever possible.
REGULATIONS
Each school bus driver shall:
1. Be aware of and comply with the Board's Transportation Policies and Procedures.
2. Abide by the Highway Traffic Act and use common sense to ensure that the rules of the road are
applied at all times.
3. Be licensed by the Ministry of Transportation for Ontario and provide proof of same to the
operator or employer annually, or on change or renewal.
PARENTS /GUARDIANS ARE RESPONSIBLE FOR GETTING THEIR CHILDREN TO AND
FROM SCHOOL. THE BOARD ASSISTS PARENTS WITH THIS RESPONSIBILITY IN
CERTAIN CIRCUMSTANCES. PARENTS /GUARDIANS MUST SUPPORT SCHOOL STAFFS
AND DRIVERS TO ENSURE THE SAFETY OF ALL CHILDREN.
1. Parents /guardians are responsible for the safety and supervision of their children prior to the
pick up by the bus and immediately after leaving the bus on their return trip home.
2. Parents /guardians shall ensure that the children are at their pick -up location 5 minutes prior
to the scheduled pick -up time.
3. Parents /guardians must impress upon their children the need for safe and appropriate
behaviour while boarding, leaving, and riding the bus.

4. Parents /guardians should ensure that their children have their belongings in a backpack that
is zipped up and secure.
5. When bulky items such as projects, or sports equipment need to be taken to or from school,
parents /guardians are expected to provide transportation.
6. When transporting skates to and from school, the skate blades must be protected with skate
guards, or the skates must be in a protective bag.
7. Parents /guardians of physically - handicapped students are required to assist the student to and
from the vehicle at his /her home.
8. Parents/ guardians must direct all requests with regard to transportation to the principal.
Locations for pick up and drop off, whether at home or at care - givers, must be:
a ) Consistent (e.g., same stop every day)
b) Within the school attendance and transportation eligibility zones.
9. Parents/ guardians must request, in writing to the principal, if they wish their child to be
dropped off at another existing stop.
10. At no time will a driver take instructions from parents /guardians if they are contrary to those
issued by the principal or the Transportation Department.

RIDING ON A SCHOOL BUS IS A PRIVILEGE - NOT A RIGHT. IMPROPER CONDUCT MAY
RESULT IN THE WITHDRAWAL OF THIS PRIVILEGE. REINSTATEMENT WILL BE AT
THE DISCRETION OF THE SCHOOL PRINCIPAL (OR DESIGNATE) AFTER
CONSULTATION WITH THE STUDENT AND PARENT /GUARDIAN.
1. Students are to follow the driver's instructions at all times.
2. Students are to follow the following Loading Procedures:
a) Stand well away from the street until the bus is stopped.
b) If it is not necessary to cross the street to board the bus, line up in single file, and when
the bus is stopped, board it in an orderly fashion, using the handrail.

c) If it is necessary to cross the street, look in both directions to make sure that it is safe to
cross. Wait for the driver's signal. Stay at least 8 to 10 paces in front of the bus when
crossing and continue to check for on- coming traffic.
d) Go directly to the seat assigned to you and sit down.
Students are to follow the following Unloading Procedures:
a) Remain seated until the bus is stopped, then leave the bus in an orderly fashion, in
single file, using the handrail.
b) Then, if your laneway is directly beside the door of the bus, continue up the laneway;
or
c) If it is necessary to cross the street, walk forward along the sidewalk (or side of road if
no sidewalk) for 8 to 10 paces, then, when the bus driver indicates that it is safe,
proceed across the street while continuing to look both ways for oncoming traffic;
or
d) If it is necessary to walk toward the rear of the bus to get to your laneway, remain on
the sidewalk (or side of road if no sidewalk, or in a laneway) in line with the door and
at a safe distance from the bus Q paces away) until the bus has pulled away, then
continue along the sidewalk (or side of road if no sidewalk) to your driveway.
4. Students may board and leave the bus only at their designated stop.
Students must remain seated throughout the trip to and from school.
6. Students must behave in a manner that is considerate of fellow passengers and that does not
cause distractions for the driver.
7. Students must follow all rules of safety that apply at school.
STUDENTS ARE EXPECTED TO BEHAVE ON THE SCHOOL BUS AS THEY WOULD IN THE
SCHOOL AND, THEREFORE, ANY UNACCEPTABLE BEHAVIOUR ON THE BUS MILL BE
DEALT WITH BY THE SCHOOL PRINCIPAL AS IT WOULD DEALT WITH IN THE

c) Not abuse, damage or litter private property while waiting for their school bus.
d) Hold books, lunch boxes and other items on their laps and not place them in the aisle
where they may cause someone to trip.

inside the bus at all times.
g) Refrain from throwing anything in, out or at the bus at any time.
h) Refrain from tampering with the emergency door, windows or other equipment on the
bus.

1. MEDICAL. REASONS
From time to time, circumstances dictate that additional or individual transportation
arrangements be provided for one of our pupils. Beginning September 4,1990, all such requests
(including those for McHugh Pupils) must be accompanied by a physician's letter /certificate
which indicates both the medical reasons for such additional service and the specific length of
time for which the service will be needed. Physicians' letters are not valid beyond the current
school year.
Please advise parents that any extension to this time will require a new medical certificate.
The Transportation Request (Application for Transportation - Appendix I) should be used to
ensure all necessary information is available to the Transportation Office when making such
arrangements. Appropriate transportation will be in place within two days of receipt of the
completed form (with medical statement attached) in the Transportation office. If
transportation is to be provided by public transit, a bus pass or tickets should be returned within
5 working days. Any application for a bus pass received after the 15th of any month will be
processed for the following month.
BUS PASSES FOR NEEDY PUPILS
The school must certify that the pupil lives the required distance from his /her home school, in
keeping with Board policy. Effective October 1997, students of families in severe financial need
shall receive bus passes for up to eight months. (See Application for Transportation - Appendix
D.
SECONDARY SCHOOL ZONE DESIGNATION
The "Zone Alignment" of schools end programmes chart would be the entitlement for a student
to attend the nearest school in the zone which offers the program for which the student is
entitled.
The chart indicates the only programs which would permit a student to receive a bus pass
application providing he /she resides within the zone or school area and meets the distance
criteria.
The following programs are NOT eligible for bus passes.

NOTES FOR PARENTS
Needy Application
The Ottawa Board of Education may provide transportation support to the families of students who
reside beyond 3.0 km (Elementary School) or 4.0 km (Secondary School) from their home school and
who are experiencing financial difficulties, subject to verification of need, as outlined on page 1.
Distance requirements apply in all cases unless there is a medical certificate. Transportation
assistance approved under a Needy Application will be provided for a maximum of 8 months.
Medical Application
At all grade levels the provision of transportation on medical grounds will generally be limited to
cases of injury and post - surgery (short term in nature). Some permanent disabilities may also qualify.
Attach a recent Medical Certificate /Statement from the physician and complete the information
section on page 1. The certificate must indicate the medical condition or disability, i.e. how it
prevents walking to school, and an estimate of the length of the recovery period. Reassessments may
be required.
Approval of an Application for Transportation applies to the current school year as long as the
circumstances on which the application was approved remain the same. Families must re -apply each
school year.
