TITLE: ENERGY MANAGEMENT

1.0 OBJECTIVE
To create a process and establish responsibilities for staff in complying with the Board’s
energy management policy.
2.0 DEFINITIONS
In this procedure,
2.1 Energy is defined as encompassing electricity, fossil fuels (gas and oil), and water
consumption and use.
3.0 RESPONSIBILITY
Superintendent of Facilities and Physical Planning
4.0 PROCEDURES
4.1 Responsibilities of Facilities and Physical Planning:
a) Budget:
Project annual energy use and remain within the approved budget.
b) Facility Renewal Program Development:
Develop facility and equipment upgrade, retrofit and replacement programs that
lead to reduced consumption or lower operating costs. Identify and implement
programs that are energy neutral while providing for an enhanced learning
environment.
c) Facility Operations:
Maintain and operate all facilities and equipment for optimum consumption.
Encourage the closing of underutilized classrooms, wings or sections of buildings
where enrolment has declined.

d) New Construction and Renovation or Retrofit Project Development:
Design new construction or additions for optimum conservation and efficiency
subject to school program constraints and project budget allocations.
e) Invoice Verification and Validation:
Track, verify, maintain and approve all energy-related expenditures.
f) Guidelines:
Develop, maintain, and implement operational guidelines and equipment
parameters/specifications for all Board equipment, including lighting, heating, air
conditioning, ventilation, plumbing fixtures, water usage, and Board vehicles
(fleet).
g) Education and Research:
Establish education programs which engender an eth ic of energy conservation
and provide the opportunity for in-service training for staff on the need for
conservation.
h) Product Selection:
Approve the installation of any type of built-in, powered equipment in OCDSB
facilities.
4.2 Appropriate summer, winter and holiday operating condition targets, temperature
ranges, setback parameters and equipment run schedules will be established and
implemented.
4.3 Facilities and Physical Planning will develop and implement a strategic energy plan.
The strategic plan will address issues such as short and long term cost projections,
energy type and optimum mix, deregulation, information gathering, reporting, daily data
logging, feedback to sites, exception reporting, and automated invoicing, and user
feedback.
