TITLE: ADMINISTRATIVE AND SUPPORT STAFFING - SCHOOL OFFICE
ESTABLISHMENT AND TECHNICIANS

1.0 OBJECTIVE
To provide the staffing formulae used to determine the base elementary and secondary
school office and technician support in all schools in the district.
2.0 DEFINITIONS
In this procedure:
2.1. District refers to the Ottawa Carleton District School Board.
3.0 RESPONSIBILITY
3.1. Superintendent of Human Resources and school principals.
4.0 PROCEDURES
4.1. The Superintendent of Human Resources or designate, within the scope of the approved
operating budget, will ensure that school office and technician allocations are generated in
accordance with the procedure and communicated to schools as part of the annual spring
staffing process.
4.2. Library technician positions will be allocated to all elementary schools (with the exception
of Clifford Bowey Public School and Crystal Bay Centre for Special Education) on the basis
of a formula set out in Appendix A.
4.3. Technician positions will be allocated to secondary schools on the basis of the formula set
out in Appendix A.
4.4. The specific technician positions a ssigned (e.g. library technicians, guidance assistants,
lab assistants) in each secondary school are to be assigned according to specific school
requirements, at the principal’s discretion, and within the approved job descriptions.
Changes in the assignments of these allocations will occur only as the result of a vacancy
or with the approval of the Director’s Executive Council. Additional technician positions

may be assigned to a secondary school from time to time, as required, to support a
specific program, based on approval by Director’s Executive Council.
4.5. The staffing formulae for allocating office and technician positions will be applied to the
projected spring enrolment figures used to determine teacher staffing levels. The formulae
may be reviewed from time to time as part of the annual budget process. In an effort to
reduce disruption that can occur based on enrolment fluctuations, adjustments to staffing
levels will be implemented when a breakpoint has been crossed and there is a cumulative
decrease or increase in enrolment of at least 20 students.
Elementary School Office Support
4.6. The regular staffing complement for an elementary school office will include a minimum of
1.0 full-time equivalent Elementary School Office Administrator position for each school.
4.7. Additional Elementary School Office Assistant, will be allocated in accordance with the
formula allocation set out in Appendix A.
4.8. Office assistance may be assigned to support various areas of the school office functions,
at the principal’s discretion, in accordance with approved job descriptions, and with
supervision by the School Office Administrator.
Secondary School Office Support
4.9. The regular staffing complement of a secondary school office will include a 1.0 Secondary
School Office Administrator position and a 1.0 Assistant Secondary School Office
Administrator position.
4.10. Additional Secondary School Office Assistants, will be allocated in accordance with the
formula allocation set out in Attachment 1.
4.11. During the first year of operation of a new secondary school, an extra 1.0 FTE office
assistant position may be allocated upon written request of the principal. In the second
year of operation the allocation will revert to the formula.
4.12. Office assistance may be assigned to support various areas of the school office functions,
in accordance with the approved job descriptions, at the discretion of the principal and
under the supervision of the Secondary School Office Administrator.
4.13. Office staffing will be allocated to grade 7 to 12 s chools using the same formula as applied
to secondary schools in the District.
Special allocation formulae
4.14. A special allocation of staff, outside the attached formulae, will be established for the
alternate sites, as follows:
a) Frederick Banting Secondary Al ternative Program: 1.0 office administrator and
0.5 full-time equivalent office assistant positions.
b) Elizabeth Wyn Wood Secondary Alternate Program: 1.0 office administrator and
0.75 full-time equivalent office assistant positions.
c) Norman Johnston: 1.0 office administrator and 1.0 full-time equivalent office
assistant positions.

d) Richard Pfaff Alternative Program (including First Place): 1.0 office
administrator and 1.0 full-time equivalent office assistant positions.
4.15. At the discretion of Director’s Executive Council, school office and technician positions
may be allocated in addition to those provided for in t his procedure, for example, to
support specific programs or initiatives, within the scope of the approved annual operating
budget.
