Purpose of the Reviews

•Enhance capacity to delivery special education programs using the
geographic model
•Create alignment with the Secondary School Program Framework and
the draft Elementary School Program Framework
•Consolidate support services to maximize access for students
•Realign programs and services to support student achievement and
well-being within available resources

The Western Area Pupil Accommodation Review is
scheduled to begin in September, 2016 and encompasses
26 schools (22 elementary; 4 secondary)
Currently the Western Review Area has 3,837 excess pupil
spaces. The staff proposal reduces the excess pupil space
by 2,074 pupil places and brings the overall utilization in the
area to a factor of 85%.
Specifics to the West

The Eastern Secondary Area Pupil Accommodation Review:
Phase One is scheduled to begin in September, 2016 and
encompasses the following 3 secondary schools:
•Colonel By Secondary School
•Gloucester High School
•Rideau High School
Currently the Eastern Secondary Area (as defined for the
review) has 1,362 excess pupil spaces. The staff proposal
reduces the excess pupil space by 966 pupil places and
brings the overall utilization in the area to a factor of 85%.
Specifics to the East
Communications/Opportunity for Input
The objectives of this consultation are to:
•Make the community aware of the pupil accommodation review
process;
•Inform the community about the proposals for change to support
student learning;
•Encourage discussion and feedback to enhance our collective
understanding about how to improve student learning in the review
area; and
•Seek input which can inform decision making and the implementation
of the decisions to enhance student learning.

Communications/Opportunity for Input
The following is a list of communications activities that have been completed to
date:
•Developed branding and web content on the pupil accommodation planning
process, which has been posted to the District website;
•Issued a media release regarding the multi-year plan;
•Provided notice to all parents of the multi-year plan;
•Provided notice to the staff of schools involved in the Western Area and
Eastern Secondary Reviews;
•Provided notice to all community associations of the review
•Provided notice to parents of schools involved in the year one reviews; and
•Invited school councils of affected schools to identify representatives to the
advisory committees.

Communications/Opportunity for Input
•Between September and December 2016, the OCDSB will focus on
consultation with stakeholders. The goal is to encourage discussion and
agreement or partial agreement on the proposals for change, and to seek
input which can inform implementation of the decisions to enhance student
learning. This will be achieved through three primary manners:
•Pupil Accommodation Review Advisory Committee advisory process
•Two Public meetings October 27t and January 10th
•Online community engagement and discussion through the
ThoughtexchangeTM insight platform

INITIAL RECOMMENDATIONS
•The Ottawa-Carleton District School Board is committed to providing optimal
learning opportunities for students in a way that ensures equity of access
within sustainable resources. The work being undertaken in this and future
reviews is an essential component of work supporting all five objectives of the
OCDSB Strategic Plan
•The recommendations made in this report do not represent the “only”
solutions, however they do represent, in staff’s collective opinion, the best
solutions when dealing comprehensively with a broad area from a district
perspective. Our ambition is to improve learning, focus and improve support
services for students, provide more equitable access to programs of choice
and concentrate resources so that facilities are in better condition to support
the learning.

INITIAL RECOMMENDATIONS
Bell High School Family of Schools
•Bell High School would become a Grade 7-12 school;
•D.A. Moodie Intermediate School would close;
•Bells Corners Public School, Lakeview Public School and Bayshore Public
School would become Grades K-6 schools, with Bells Corners PS offering EFI,
Lakeview PS offering ENG and MFI and Bayshore PS offering ENG;

Sir Robert Borden Family of Schools
•Sir Robert Borden High School would become a Grade 7-12 school;
•Greenbank Middle School would close;
•Leslie Park Public School would close and its students would attend
Briargreen Public School;
•Grant Public School would close and its alternative students would attend
Churchill Public School;
•The Middle French Immersion boundary (currently directed to Knoxdale
PS/Greenbank PS bounded by Baseline Road, The Queensway, Woodroffe
Avenue and Greenbank Road would be directed to D. Roy Kennedy PS
and would become part of the Woodroffe Family of Schools;

Merivale High School Family of Schools
•Merivale High School would become a Grade 7-12 and (upon certification)
would offer the West End International Baccalaureate Program;
•Carleton Heights PS become part of the Merivale Family of Schools;
•Sir Winston Churchill PS and Carleton Heights PS become K-6 schools
•Century Public School would close and its students would attend either
Carleton Heights Public School or Meadowlands Public School depending
on place of residence;

Woodroffe High School Family of Schools
•Regina Street Public School would close and its students would attend D.
Roy Kennedy Public School;
•JH Putman Public School would close and its English students would
attend Pinecrest Public School and its Early French Immersion program
students would attend either Agincourt Road Public School or Woodroffe
Avenue Public School, depending on place of residence;
•Agincourt Road Public School and Woodroffe Public School would become
K-8 schools; and
•Severn Avenue Public School would become an EFI centre for immersion
students, the Woodroffe Elementary School French Immersion boundary
would be changed and the current Severn ENG students would attend
Pinecrest Public School or D. Roy Kennedy Public School depending on
place of residence.

The following are the proposals for change in the Eastern Secondary Area Pupil
Accommodation Review:
•Rideau High School would be closed and its Grade 9 through 12 students
would attend Gloucester High School effective September 2017.
•An International Baccalaureate Program boundary would be established for
Colonel By Secondary School upon receipt of certification for the new western
International Baccalaureate school site and program.
