The Ombudsman decided not to make recommendations to government agencies following
a review into how Charlene Klyne's case was handled.

Charlene Klyne was working as a substitute teacher at Dene High School
in La Loche on Jan. 22, 2016 when a teenage student walked into her class
with a shotgun and opened fire, shooting Klyne in the face. She lost all
vision in one eye and most of her vision in the other.
Four people were killed and seven others — including Klyne — were
injured in the shooting.
Klyne, who is now 58 and lives in Saskatoon, said she received a $50,000
insurance payment for her injuries and will receive $1,673.95 a month —
slightly more than $20,000 a year — for lost wages and personal care
until she turns 65. She says the funds are not enough to live on now and
she fears what her financial situation will be after she turns 65. She
travelled to Regina in May 2017 to directly ask government MLAs to review
her case.
Following that, the Minister of Labour Relations and Workplace Safety
asked the Saskatchewan Ombudsman to review Klyne's case and the
supports she had received from the provincial government.
In a news release issued Wednesday, the office of the Saskatchewan
Ombudsman said it had completed its investigation and "found that the
Workers' Compensation Board and the Ministry of Justice provided Ms.
Klyne with the benefits and supports they are mandated to provide under
legislation."
The report says Ombudsman Mary McFadyen decided not to make any
recommendations to government agencies following the investigation.

"Through no fault of her own, Ms. Klyne was badly injured at work in a
horrific event. We looked at the government agencies within our
jurisdiction and found they provided her the supports that were within
their authority to provide," McFadyen said in the release. It added that
benefits did not include compensation for pain and suffering.
"I'm just in shock that they have no recommendations to what should be
done for victims of such a horrendous crime;" Klyne said. "What am I
supposed to live off of? ... This is a joke."
A GoFundMe page set up for Klyne in October 2016 has raised $1,360. A
second GoFundMe page, set up by Klyne's son three months ago, has
raised $260.
Klyne said she believes the pages have not been successful because they
were set up so late. She said they were not set up earlier because she and
her family had believed the provincial government would provide her with
enough support.

Klyne said she needs money to get a service dog and to travel to the
United States to explore the possibility of being fitted for eSight glasses,
which could restore some of her sight. She said she's disappointed the
money isn't coming from the province.

"It's just unbelievable that they would make victims have to fight so hard
to get things for them. They need to smarten up and be considerate of
victims of a shooting, of any crime," she said.
"I didn't do this to myself. I didn't take the gun and shoot myself. I didn't
cause the trouble. I was in the classroom and I was doing my job."
The shooter, who was 17 years old at the time of the spree, pleaded guilty
to two counts of first-degree murder, two counts of second-degree
murder and seven counts of attempted murder and was sentenced as an
adult to life in prison with no chance of parole for 10 years. His name
cannot be published because his sentence is under appeal.
