Re: Appointment of Representative to SEAC for
VOICE for hearing impaired children

PURPOSE:
1.To seek approval for the appointment of a representative member on the Special Education Advisory
Committee (SEAC) to represent VOICE for hearing impaired children (hereinafter referred to as VOICE).
BACKGROUND:
2.The Board’s Policy P.019.GOV Special Education Advisory Committee outlines the composition of the
Special Education Advisory Committee and speaks to a representative and alternate member being
nominated by the named associations. Appointments are made by the Board and are for a four year term
coinciding with the term of the Board.
3. At the 01 December 2010 inaugural meeting of the Board appointments of representatives and alternates
were confirmed for all associations and organizations except for Autism Ontario, Ottawa Chapter and
VOICE for a term ending November 2014.
4. At the 14 December 2010 Board meeting the appointment of the representative to Autism Ontario, Ottawa
Chapter was approved.
STATUS:
5. On 04 February 2011 a letter was received from VOICE nominating Terry Warner to represent their
organization. VOICE has indicated they will be seeking to recruit for an alternate as soon as possible.
A copy of the letter is attached as Appendix A.
6. VOICE has confirmed that the named individual (Terry Warner) meets the criteria in Ontario Regulation
464/97 and Board Policy P.019.GOV, Special Education Advisory Committee which states, “all members
and alternates of the Committee must be eligible to vote for the members of the Board, be resident to the
jurisdiction of the Board, and not be employees of the Board”.
7. The Board’s Human Resources department has confirmed that Terry Warner is not an employee of the
OCDSB.

8. A copy of the biography provided for Mr. Warner will be forwarded to trustees under separate cover.
CONSULTATION PROCESS:
9. The Chair of SEAC has been advised of the nomination request from VOICE to appoint Mr. Warner as its
representative.
FINANCIAL IMPLICATIONS:
10. There are no financial implications as a result of the recommendation contained in this report.
RECOMMENDATION:
It is recommended THAT:
The Board confirm the appointment of Terry Warner as the representative member to represent VOICE
for hearing impaired children on the Special Education Advisory Committee for the term ending 30
November 2014.

VOICE for Hearing Impaired Children is a provincial parent organization that is eligible
for SEAC membership, as defined in Section 206 (1) of the Education Act. We
represent the interests of deaf and hard of hearing children.
We would like to nominate Terry Warner as the VOICE Special Education Advisory
Committee representative for the Ottawa Carleton District School Board. In accordance
with Ontario Regulation 464/97 Mr. Warner is eligible to vote for members of the Board,
is a resident in the jurisdiction of the Board and is not an employee of the Board.
Please find enclosed Mr. Warner’s biography as requested.
