REPORT NO. 4, DIRECTOR SELECTION COMMITTEE
TO: The Board DATE: 07 March 2011
Ameeting of the Director Selection Committee was held this afternoon in the Trustees’
Committee Room, 133 Greenbank Road, Ottawa, commencing at 2:15 p.m. with Trustee McKenzie in the
Chair and the following in attendance:
TRUSTEE MEMBERS: Donna Blackburn, Pam FitzGerald, Bronwyn Funiciello (electronic
communication) and Shirley Seward (electronic communication)
STAFF:Janice McCoy, Superintendent of Human Resources
Sue Baker, Board/Committee Coordinator
GUESTS: Michael Naufal, Odgers Berndtson
1. Call to Order
Chair McKenzie called the meeting to order at 2:15 p.m.

3. Director Profile
The Committee had before it for review and input a draft Candidate Brief prepared by Michael
Naufal to assist potential candidates in determining their degree of interest in this position. The sections
entitled Overview, Board of Trustees, and Departments and Staff were prepared using information
obtained from the OCDSB website. Superintendent McCoy agreed to review these sections and verify
their accuracy.
Superintendent McCoy noted that the section entitled Position Description was approved by the
Board prior to the search for the previous Director of Education. Any updates to this section would
require Board approval. It was agreed by the Committee that no changes are required to this section. The
“Advertising Text” has also received Board approval and no changes are required.
Mr. Naufal advised that the section entitled, Profile of the Ideal Candidate, was developed from
input received from the Committee and stakeholders. The input was assembled by Odgers Berndtson into
a separate Confidential Report to the Selection Committee that had been distributed previously to
members. The Committee agreed that the report should remain confidential as it contains identifying
information that was provided in confidence. Superintendent McCoy agreed to distribute the confidential
report to all trustees under separate cover.

The Committee reviewed the Profile of the Ideal Candidate section and proposed the following
revisions:
Profile of the Ideal Candidate:
Leadership:
Move bullets 6 and 8 to become bullets 2 and 3 to emphasize the importance of the attributes
of “authoritative but approachable” and “exemplary judgement, negotiation skills, problem-
solving, decision-making, and conflict-resolution; and
Combine bullets 4 and 5 into one bullet.
Communications and Relationship Building:
Move this section to immediately follow the Leadership section;
Remove bullet 2;
Remove bullet 4;
Move bullet 5 to become bullet 2; and
Move bullet 6 to become bullet 3.
Education:
Combine bullets 2 and 3 to become bullet 3;
Move bullet 4 to become bullet 7 in the Leadership section;
Remove bullet 8:
Move bullet 9 to become bullet 2; and
Amend bullet 10 to include “A Master’s level degree in Education and or related field”.
Personal Characteristics:
Amend bullet 1 to remove, “An outgoing personality”;
Remove bullet 2;
Move bullet 3 to become bullet 1;
Amend bullet 4 to remove “outgoing”, and replace “draws energy from others” with
“encourages;
Remove bullet 5;
Amend bullet 6 to replace “emotive” with “passionate”;
Amend bullet 8 to replace “, especially” with “across the District, including”;
Remove bullet 9;
Move bullet 10 to become bullet 3; and
Amend bullet 11 to read, “The energy and resilience to meet the physical, mental and
emotional demands of the job”.
Mr. Naufal indicated that it was important to finalize the Profile as soon as possible so that it can
be provided to potential applicants. Superintendent McCoy agreed to distribute the revised Profile of the
Ideal Candidate (attached as Appendix A) to all Board members with a request that any comments be
submitted by 5:00 p.m. Thursday, 10 March. Chair McKenzie agreed to raise this request during her
Chair’s report at the Board meeting on 08 March.
Mr. Naufal advised that the text contained in blue boxes scattered throughout the document are
testimonials received from stakeholders who were interviewed. The Committee removed the box
commencing with “The Board has been a leader…” and replaced it with the following quote provided by
Chair McKenzie: “The OCDSB has taken a leadership role in assessment and evaluation, English
literature development, and French-as-a-Second Language. We share our best practices across the
province.” Trustee FitzGerald provided a quote for a new box to be inserted to read, “The OCDSB is an
innovative Board with students that come from all walks of life from all corners of the world. It’s a
personally enriching and rewarding environment”.

Mr. Naufal reported that the section entitled, Steps in the Selection Process, is included in the
Candidate Brief to inform potential candidates of what to expect throughout the selection process. The
Committee reviewed this section and the following revisions were noted:
Announcing your wish to be considered:
Split this paragraph into two paragraphs to emphasize that the candidate’s personal
information will be kept in the strictest confidence.
Interview with Odgers Berndston:
The first bullet in the sidebar box containing “Important Dates to Note in Your Calendar”
should be amended to read, “Proposed first interview date with Odgers Berndston: late March
2011”; and
The second bullet in the sidebar box containing “Important Dates to Note in Your Calendar”
should be amended to read, “Proposed short list interview date with the finalists and the
Committee, which may include the entire Board: mid-April 2011”.
After the interview:
Replace the word “intelligent” with the word “informed” in the first line of the second
paragraph.
Etiquette Regarding an Offer:
Amend bullet 1 to insert “and legal counsel” to follow “with the exception of discussing it
with members of your immediate family”.
The amended section, Steps in the Selection Process, is attached as Appendix B.
In response to a query from Trustee FitzGerald, Mr. Naufal advised that Odgers Berndston will
screen all applications. Only those candidates that meet the minimum requirements for this position will
be presented to the Committee for consideration (although it was confirmed that the Committee will be
provided with the full list of applicants). It was confirmed based on past practice that any out-of-town
candidates who are required to travel to Ottawa for an interview will have their expenses covered by the
District.
With regard to trustee participation in the selection process, Superintendent McCoy distributed a
draft memo that would be sent to all trustees to advise them that the review of candidates, selection of the
short-listed candidates, and review of interview questions will commence at an evening meeting to be
scheduled during the week of 28 March. Trustees wishing to take part in the interviews will be advised to
attend this meeting to obtain sufficient knowledge of all candidates and their assessments. While
electronic communication for this meeting would be acceptable, it is preferred that trustees attend in
person. A follow-up meeting may be required during the week of 4 April. Superintendent McCoy agreed
to coordinate the meeting dates with Mr. Naufal and Board Services. Interviews will be held during the
work day on April 13 and April 14. If a second interview with the Committee is required, it will take
place on April 14 and/or April 15.

The Committee went in camera at 3:40 p.m., and the meeting subsequently adjourned at
4:05 p.m.
